Job Overview: The position of Individual Consultant – Legal Advisor to Support National Parliament involves providing expert legal advice and support to the National Parliament of Timor Leste. This role is crucial for strengthening the capacity of the Parliament to fulfill its legislative functions effectively. The consultant will work closely with parliamentary staff, members of parliament, and other stakeholders to identify legal needs and provide tailored solutions. The position requires a deep understanding of the legal landscape in Timor Leste and the ability to navigate complex legal issues. The consultant will also be responsible for conducting legal research, drafting legal documents, and providing training to parliamentary staff on legal matters.
Duties and Responsibilities: The duties and responsibilities of the Individual Consultant – Legal Advisor include but are not limited to:
Providing legal advice to the National Parliament on various legislative matters.
Assisting in the drafting and review of legislation, regulations, and policies.
Conducting legal research and analysis to support parliamentary initiatives.
Collaborating with parliamentary committees and members to enhance legislative processes.
Developing training materials and conducting workshops for parliamentary staff on legal issues.
Ensuring that legislative proposals comply with national and international legal standards.
Advising on constitutional matters and the interpretation of laws.
Supporting the Parliament in its engagement with civil society and other stakeholders on legal issues.
Preparing reports and recommendations based on legal findings and analyses. 1

Required Qualifications: The required qualifications for the position include:
A valid license to practice law in Timor Leste or a relevant jurisdiction.
Extensive knowledge of the legal and legislative framework in Timor Leste.
Proven experience in legal advisory roles, particularly in a parliamentary or governmental context.
Strong analytical and research skills, with the ability to interpret complex legal texts.
Excellent communication and interpersonal skills, with the ability to work collaboratively with diverse stakeholders.
