Job Overview:
This position involves consulting for the design, consultation, and validation of a National Plan for the Environmentally Sound Management of Controlled Substances that are unwanted or used (SAO and HFC). The consultant will be responsible for developing a comprehensive plan that addresses the management of these substances, ensuring that it aligns with national and international environmental standards. The role requires collaboration with various stakeholders, including government agencies, environmental organizations, and the community, to gather input and validate the plan. The consultant will also need to conduct research and analysis to inform the plan's development, ensuring that it is practical, effective, and sustainable. The assignment period is set for 180 days, during which the consultant will be expected to deliver a series of reports and presentations outlining the progress and findings of the consultation process.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a thorough assessment of the current management practices for controlled substances in Panama.
  • Engage with stakeholders through consultations, workshops, and interviews to gather insights and feedback on the proposed plan.
  • Develop a draft National Plan for the Environmentally Sound Management of Controlled Substances, incorporating stakeholder input and best practices.
  • Validate the draft plan through further consultations and revisions, ensuring it meets the needs of all stakeholders.
  • Prepare and present reports on the progress of the consultation and validation process to UNDP and relevant stakeholders.
  • Ensure that the plan aligns with national policies and international agreements related to environmental management.
  • Provide recommendations for the implementation of the plan, including capacity building and resource allocation.
  • Submit the final National Plan and all related documentation to UNDP by the end of the assignment period.

Required Qualifications:
The ideal candidate should possess the following qualifications:
  • A strong background in environmental science, policy, or a related field.
  • Proven experience in developing environmental management plans or similar documents.
  • Excellent communication and facilitation skills, with the ability to engage diverse stakeholders effectively.
  • Strong analytical skills, with the ability to synthesize complex information into actionable recommendations.
  • Familiarity with national and international environmental regulations and standards.
  • Experience working with governmental and non-governmental organizations in the environmental sector is highly desirable.

Educational Background:
A minimum of a Master's degree in Environmental Science, Environmental Policy, Public Administration, or a related field is required. A Ph.D. in a relevant discipline would be an advantage. Additional certifications in project management or environmental management would also be beneficial.

Experience:
Candidates should have at least 5 years of relevant professional experience in environmental management, policy development, or consulting. Experience working with UN agencies or similar international organizations is preferred. Demonstrated experience in stakeholder engagement and consultation processes is essential.

Languages:
Fluency in Spanish is mandatory, as the primary language of communication will be Spanish. Proficiency in English is also desirable, as it may be necessary for reporting and communication with international stakeholders. Knowledge of other languages relevant to the region would be an asset.

Additional Notes:
This position is for an individual contractor and is expected to be a full-time engagement for the duration of 180 days. The consultant will work remotely but may be required to attend meetings or workshops in Panama City as needed. Compensation will be based on the consultant's experience and qualifications, and benefits will be discussed during the contract negotiation process.
