Job Overview:
The National Consultant position focuses on conducting a comprehensive study on the indebtedness of women micro-entrepreneurs in Sri Lanka. This role is crucial in understanding the financial challenges faced by women in the micro-entrepreneurship sector and aims to provide insights that can inform policy and programmatic interventions. The consultant will be expected to analyze data, engage with stakeholders, and produce a detailed report that outlines findings and recommendations. The study will contribute to the UNDP's project on Promoting Economic Justice for Women, which seeks to empower women economically and socially. The consultant will work closely with UNDP staff and other relevant stakeholders to ensure that the study is aligned with the project's objectives and that it effectively addresses the needs of women micro-entrepreneurs.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a literature review on the indebtedness of women micro-entrepreneurs, including existing studies and reports.
  • Design and implement a research methodology that includes qualitative and quantitative data collection methods.
  • Engage with women micro-entrepreneurs through interviews, focus group discussions, and surveys to gather firsthand information about their experiences with debt.
  • Analyze collected data to identify trends, challenges, and opportunities related to women's indebtedness in the micro-entrepreneurship sector.
  • Collaborate with UNDP staff and other stakeholders to ensure the study's relevance and accuracy.
  • Prepare a comprehensive report that includes findings, analysis, and actionable recommendations for policymakers and practitioners.
  • Present the findings to UNDP and other stakeholders, facilitating discussions on potential interventions and support mechanisms for women micro-entrepreneurs.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A strong background in social sciences, economics, or a related field.
  • Proven experience in conducting research, particularly in the areas of gender, microfinance, or entrepreneurship.
  • Familiarity with the socio-economic context of Sri Lanka, especially regarding women's issues and micro-entrepreneurship.
  • Strong analytical skills and the ability to interpret complex data.
  • Excellent written and verbal communication skills in English, with proficiency in Sinhala and/or Tamil being an advantage.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
Candidates should have at least a Master's degree in social sciences, economics, gender studies, or a related field. A Ph.D. or equivalent experience in a relevant area will be considered an asset. The educational background should demonstrate a strong understanding of gender issues, economic development, and research methodologies.

Experience:
The position requires a minimum of 5 years of relevant experience in research, particularly in gender and economic development. Experience working with women micro-entrepreneurs or in the field of microfinance is highly desirable. Familiarity with UNDP's work and methodologies will be an added advantage. The candidate should also have experience in stakeholder engagement and the ability to work collaboratively with diverse groups.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Sinhala and/or Tamil is highly desirable, as it will facilitate engagement with local stakeholders and participants in the study.

Additional Notes:
This position is for a National Consultant and is open only to Sri Lankan individuals. The contract duration is for 84 working days within a span of 5 months, from March 2026 to July 202
  • The consultant will be expected to work independently while maintaining regular communication with UNDP staff. The position is part-time, and the consultant will be compensated based on the agreed terms in the contract.
