Job Overview:
The National Consultant will play a crucial role in supporting the development of the Biodiversity Finance Needs Assessment for Turkmenistan. This position is designed for an individual contractor who will work closely with UNDP to assess the financial needs related to biodiversity conservation in the country. The consultant will be expected to analyze current biodiversity financing mechanisms, identify gaps, and propose strategies to enhance financial flows towards biodiversity initiatives. The assignment is set to take place from February 2026 to August 2026, during which the consultant will engage with various stakeholders, including government agencies, NGOs, and the private sector, to gather data and insights necessary for the assessment. The consultant's work will contribute to the broader goals of sustainable development and environmental protection in Turkmenistan.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to: conducting a comprehensive analysis of existing biodiversity financing mechanisms in Turkmenistan; identifying key stakeholders involved in biodiversity finance; assessing the financial needs for biodiversity conservation and sustainable use; developing a detailed report outlining the findings of the assessment; proposing actionable recommendations to enhance biodiversity financing; facilitating workshops and meetings with stakeholders to discuss findings and gather feedback; ensuring that the assessment aligns with national and international biodiversity strategies; and preparing presentations to communicate the results of the assessment to various audiences.

Required Qualifications:
The ideal candidate for this position should possess a strong background in environmental science, finance, or a related field. They should have proven experience in conducting financial assessments, particularly in the context of biodiversity or environmental projects. Familiarity with the biodiversity landscape in Turkmenistan and knowledge of relevant policies and frameworks is essential. The candidate should also demonstrate strong analytical skills, the ability to work independently, and excellent communication skills to effectively engage with stakeholders.

Educational Background:
A minimum of a Master's degree in environmental science, finance, economics, or a related field is required for this position. Candidates with a Ph.D. or equivalent experience in relevant areas will be given preference. Additional certifications or training in biodiversity conservation or sustainable finance will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in biodiversity finance, environmental policy, or related fields. Experience working with international organizations, particularly in the context of UNDP projects, will be highly regarded. The consultant should also have a track record of successfully completing similar assessments or projects.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in this language. Proficiency in Russian or Turkmen would be considered an advantage, as it may facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
