Job Overview:
The National Inspection Checklists Expert position is a consultancy role within the UNDP in Lebanon, specifically focused on the procurement process. The expert will be responsible for developing and implementing inspection checklists that will be utilized in various procurement activities. This role is crucial for ensuring that procurement processes adhere to UNDP standards and regulations. The consultant will work closely with the procurement unit and other stakeholders to ensure that the checklists are comprehensive, effective, and tailored to the specific needs of the projects being undertaken. The assignment is expected to last for 30 working days, spread over a period of 12 weeks from the date of contract signature. The expert will need to demonstrate a strong understanding of procurement processes and the ability to create detailed and practical inspection checklists that can be used in real-world scenarios.

Duties and Responsibilities:
The duties and responsibilities of the National Inspection Checklists Expert include but are not limited to:
  • Developing comprehensive inspection checklists that align with UNDP procurement policies and procedures.
  • Collaborating with the procurement unit to identify key areas that require inspection and oversight.
  • Conducting a thorough analysis of existing procurement processes to identify gaps and areas for improvement.
  • Providing training and guidance to procurement staff on the use of the inspection checklists.
  • Ensuring that the checklists are user-friendly and accessible for all relevant stakeholders.
  • Regularly reviewing and updating the checklists based on feedback and changes in procurement regulations.
  • Preparing reports on the effectiveness of the checklists and making recommendations for further enhancements.
  • Engaging with external stakeholders to gather insights and best practices related to procurement inspections.

Required Qualifications:
The ideal candidate for the National Inspection Checklists Expert position should possess the following qualifications:
  • A strong background in procurement, supply chain management, or a related field.
  • Proven experience in developing inspection checklists or similar tools for procurement processes.
  • Familiarity with UNDP procurement policies and procedures is highly desirable.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills to effectively collaborate with various stakeholders.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
Candidates should have at least a bachelor's degree in procurement, business administration, public administration, or a related field. A master's degree or equivalent qualification would be an advantage. Additional certifications in procurement or supply chain management are also beneficial.

Experience:
The position requires a minimum of 5 years of relevant experience in procurement, with a focus on developing inspection tools or checklists. Experience working with international organizations, particularly in a consultancy capacity, is preferred. Candidates should demonstrate a track record of successfully implementing procurement processes and tools in complex environments.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role. Proficiency in other languages may also be considered an advantage.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration is for 30 working days spread over 12 weeks. The position is not full-time and allows for flexible working arrangements. The consultant will be expected to submit proposals directly through the UNDP supplier portal, and any inquiries regarding the tender must be submitted in writing via the portal's messaging functionality.
