SI collaborates with the National Directorate of Drinking Water and Sanitation (DINEPA) and has been a key actor in the fight against cholera in Haiti from 2010 to 2019 and against COVID-1
Following the resurgence of cholera in October 2022, SI has mobilized to ensure a rapid response to cholera alerts in collaboration with the Ministry of Public Health and Population (MSPP). SI also has significant expertise in food security and disaster risk reduction (DRR), supporting communities in developing contingency plans and conducting disaster preparedness exercises. SI relies on the technical expertise and experience of its 50 national employees who work closely with vulnerable populations, leveraging its solid understanding of the Haitian context and technical expertise in WASH and livelihoods at both institutional and local levels.
Job Overview: The EHA Program Manager is responsible for implementing and achieving the objectives defined in operational proposals. This role involves supervising operational teams assigned to the program and ensuring the proper execution and quality of WASH programs. The Program Manager is also expected to propose adjustments or developments to ensure the relevance of the programs. Specific challenges include navigating a highly degraded security context, mobilizing and managing human and financial resources for emergency response, and restructuring a team that requires significant support. The Program Manager will also be involved in designing new integrated project proposals that encompass WASH, protection, health, and nutrition. The first 2-3 months will focus on monitoring ongoing projects in displacement sites and host communities, finalizing activities related to the ECHO project, ensuring coordination with support services, supervising WASH teams, and managing project budgets effectively.
Duties and Responsibilities:
Oversee the implementation of WASH programs and ensure they meet defined objectives.
Supervise operational teams and ensure quality execution of WASH interventions.
Propose adjustments to programs as necessary to maintain relevance and effectiveness.
Monitor ongoing projects funded by UNICEF, CDCS, SDC, and ECHO in displacement sites and host communities.
Finalize the NEXUS activities of the ECHO project by May 202
Ensure coordination with support services for rapid response to needs.
Supervise and coordinate WASH teams to ensure quality interventions.
Manage project budgets and implement necessary modifications.
Restructure the WASH team to enhance efficiency and effectiveness. 1
Strong analytical skills to assess the strengths and weaknesses of Admin/Finance teams and propose efficient structuring.
Human resources aptitude with the ability to provide ongoing training to Admin/Finance teams.
Anticipation and management skills for resource allocation and budget reallocation.
Good knowledge of donor procedures, particularly for UN agencies (UNICEF), ECHO, and CDCS.
Ability to work in a complex security environment and adapt to changing circumstances.
Strong communication and teamwork skills.
Educational Background: A minimum of a Bac +5 degree in Finance and/or Human Resources is required for this position. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to manage financial and human resources effectively in a humanitarian context.
Experience: Candidates should have 3 to 4 years of experience in the humanitarian sector, with at least 3 to 4 years in a similar position. This level of experience is crucial for understanding the complexities of humanitarian work and for effectively managing WASH programs in challenging environments.
Languages: Fluency in French is mandatory. Proficiency in English and Creole is considered an asset, enhancing communication with diverse stakeholders and communities.

The salary is competitive, starting at EUR 2310 gross per month, which includes a base salary of EUR 2100 plus a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 75
SI covers housing costs and travel expenses between the expatriate's home country and the duty station. A break system is in place, allowing for 7 working days off every three months, with additional rest days accrued. Expatriates benefit from comprehensive health insurance covering medical expenses, including dental and optical care, as well as repatriation costs. The position is based in a secure guest house with individual rooms, located 1 km from the office, and offers a good standard of living with access to amenities.
