Job Overview:
The Response Advisor position is integral to the emergency response capacity building efforts for the DoS funded Meeting Targets and Maintaining Epidemic Control (EpiC) project. This project is aligned with the Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security Agenda (GHSA) and aims to enhance the capabilities of governments and their ministries in managing public health emergencies. The Response Advisor will work closely with various stakeholders, including national organizations, government officials, and development partners, to implement strategies that improve health security and response systems in Burundi. The role requires a proactive approach to coordinating emergency preparedness and response efforts, ensuring that the country is equipped to detect and manage infectious diseases effectively. The position also involves significant in-country travel to facilitate collaboration and training with local health authorities and organizations.

Duties and Responsibilities:
The Response Advisor will lead preparedness and response efforts for public health emergencies, ensuring timely coordination and implementation of strategies to mitigate risks and protect communities. Key responsibilities include providing technical assistance to project staff, participating in emergency response enhancement activities, coordinating emergency preparedness planning and training, and offering guidance on surveillance and data use related to emergency response. The advisor will support national stakeholders in developing or updating emergency response plans and policies, assist with capacity building at health facilities, and contribute to the development of operational plans and procedures. Additionally, the role involves preparing guidelines and tools for managing infectious disease outbreaks, providing administrative support for project activities, and contributing to annual work planning and budgeting processes.

Required Qualifications:
Candidates must possess a Master's degree in Public Health or a related field, along with a minimum of 8-10 years of experience in emergency operations management, public health, or infectious disease response. Prior experience in emergency management principles, response operations, and outbreak response planning is essential. The ideal candidate should have a strong understanding of health security mechanisms, excellent interpersonal and communication skills, and demonstrated experience in training and capacity building. Proficiency in writing strategic documents and reports is also required.

Educational Background:
A Master's degree in Public Health or a related field is required for this position. Candidates with additional certifications or training in emergency management or infectious disease response will be considered favorably. The educational background should reflect a strong foundation in public health principles and practices, particularly in relation to emergency preparedness and response.

Experience:
The position requires a minimum of 8-10 years of relevant experience in emergency operations management, public health, or infectious disease response. Candidates should have a proven track record of managing emergency response efforts, developing and implementing health security strategies, and working collaboratively with government and health organizations. Experience in training and capacity building is also essential, as the Response Advisor will be responsible for enhancing the skills of local staff and stakeholders.

Languages:
Fluency in English and French is mandatory for this position, as the Response Advisor will be required to communicate effectively with a diverse range of stakeholders. Proficiency in additional languages relevant to the region may be considered an asset, but English and French are the primary languages of communication for this role.

Additional Notes:
This position may involve a minimum of 25% in-country travel to engage with local partners and stakeholders. The role is full-time and may involve supervisory responsibilities.
