This role is crucial for documenting human rights violations and proposing concrete solutions, which will serve as the foundation for evaluating the mission's impact. The expected deliverables include a comprehensive report detailing specific forms of rights violations in education, health, employment, and justice, along with an analysis of the underlying socio-cultural, institutional, and economic factors. The consultant will also create a database of violation cases to support advocacy efforts, provide concrete recommendations for stakeholders, and develop an action plan with a resource mobilization strategy. The methodology and validated survey questionnaires will also be part of the deliverables, ensuring a thorough and effective approach to the study.
Duties and Responsibilities: Under the supervision of the senior human rights advisor, the consultant will conduct a small-scale in-depth study aimed at analyzing the causes of various human rights violations experienced by persons with disabilities in Burundi. Key tasks include: identifying and documenting forms of rights violations faced by persons with disabilities, including those with albinism, in critical areas such as health, education, justice, employment, and access to services; analyzing socio-cultural, institutional, political, and economic factors contributing to the persistence of these violations; collecting testimonies and lived experiences from persons with disabilities and their families to understand the daily impact of these violations; proposing a mixed-methods approach that combines individual interviews, focus groups, and document analysis to triangulate data; organizing a feedback session to present study results and gather stakeholder recommendations before finalizing the report; and submitting a detailed estimate of logistical needs, including travel, community mobilization, and translation/interpreting services, such as sign language interpretation.
Required Qualifications: Candidates must possess a higher university degree (Master's or equivalent) in human rights, political science, international relations, law, or a related field. A bachelor's degree combined with relevant professional experience may be accepted in lieu of a higher degree. Proven expertise in human rights, social inclusion, and the protection of persons with disabilities is essential, along with a solid understanding of issues related to discrimination, accessibility, and civic participation. Confirmed experience in consultancy, particularly in conducting qualitative and quantitative studies, public policy analysis, and formulating strategic recommendations is required. Familiarity with participatory approaches, including conducting interviews, focus groups, and document analysis, is necessary, with the ability to adapt methodological tools to the specific needs of persons with disabilities. A good knowledge of the Burundian context, both institutionally and socio-culturally, is required. The consultant must demonstrate sensitivity to field realities and the ability to collaborate with relevant stakeholders. A recommendation from an association or organization representing persons with disabilities is required. The consultant's proposal must reflect an inclusive and equitable approach, and applications from women and persons with disabilities are strongly encouraged.
