Job Overview:
The position involves providing technical support on the regulatory and standards framework for plastic waste reduction, with a focus on enhancing private sector involvement. The selected individual contractor will be expected to engage in a comprehensive analysis of existing regulations and standards related to plastic waste management, identify gaps, and propose actionable recommendations to improve the framework. This role is crucial in facilitating the transition towards sustainable practices in plastic waste management and ensuring compliance with international standards. The contractor will work closely with stakeholders, including government agencies, private sector representatives, and civil society organizations, to promote collaboration and effective implementation of the proposed strategies. The assignment is expected to span 30 working days over a period of 6 months, allowing for thorough research, stakeholder consultations, and the development of a robust framework that aligns with global best practices.

Duties and Responsibilities:
  • Conduct a thorough review of existing regulatory frameworks and standards related to plastic waste management in Jordan.
  • Identify gaps and areas for improvement in the current regulations and standards.
  • Engage with stakeholders, including government officials, private sector representatives, and civil society organizations, to gather insights and feedback on the existing framework.
  • Develop recommendations for enhancing the regulatory and standards framework to promote plastic waste reduction.
  • Prepare a comprehensive report detailing findings, recommendations, and proposed actions for implementation.
  • Facilitate workshops and meetings with stakeholders to discuss findings and gather additional input.
  • Support the development of communication materials to raise awareness about the importance of plastic waste reduction and the role of the private sector.
  • Monitor and evaluate the implementation of proposed recommendations and provide ongoing support as needed.

Required Qualifications:
  • Advanced degree in environmental science, public policy, or a related field.
  • Proven experience in regulatory analysis, environmental policy, or waste management.
  • Strong understanding of plastic waste management issues and relevant regulations.
  • Excellent analytical and research skills, with the ability to synthesize complex information into clear recommendations.
  • Strong communication and interpersonal skills, with experience in stakeholder engagement and facilitation.
  • Ability to work independently and manage multiple tasks effectively.
  • Familiarity with UNDP's mission and objectives is an asset.

Educational Background:
A Master's degree or higher in environmental science, public policy, or a related field is required for this position. Candidates with a Bachelor's degree may be considered if they have extensive relevant experience in the field of waste management or environmental policy.

Experience:
Candidates should have a minimum of 5 years of relevant professional experience in regulatory analysis, environmental policy, or waste management. Experience working with governmental and non-governmental organizations, particularly in the context of plastic waste management, is highly desirable. Familiarity with international standards and best practices in waste management will be considered an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Arabic is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the engagement process. Additional languages may be considered an asset, depending on the context of the assignment.

Additional Notes:
This position is offered as an individual contractor role, with a contract duration of 30 working days over a period of 6 months. The work is expected to be conducted remotely, with potential in-person meetings as required. The contractor will be compensated based on the agreed terms outlined in the contract, and all offers must be submitted directly through the UNDP supplier portal by the specified deadline.
