Job Overview:
The position of Coordinador General de la Gerencia Externa Especializada (GEE) is a critical role within the UNESCO framework, specifically under the Education Sector for Central America, Mexico, and Colombia. The selected candidate will be responsible for overseeing the GEE, which is tasked with implementing governance-related work packages aimed at enhancing the academic and institutional capacities of the Instituto Técnico Superior Especializado (ITSE). This role involves close collaboration with various stakeholders, including the Unidad Ejecutora del Proyecto (UEP) and the PNUD, to ensure that educational programs align with the needs of the labor market and contribute to the overall development goals of Panama. The coordinator will also be expected to maintain effective communication with team members and provide technical support to ensure the successful execution of project activities.

Duties and Responsibilities:
The duties and responsibilities of the Coordinador General de la Gerencia Externa Especializada (GEE) include:
  • Supervising the execution of work packages in collaboration with the UEP, ensuring that all activities are completed on time and meet the required standards of efficiency and effectiveness.
  • Conducting ongoing planning, monitoring, and evaluation of project activities, making necessary adjustments in consultation with the UEP and UNESCO's education sector.
  • Coordinating a technical team of two additional members who will focus on institutional and academic strengthening.
  • Maintaining regular communication with UEP members, UNESCO San José, and GEE staff to facilitate collaboration and information sharing.
  • Implementing comprehensive technical support for the governance work package, working alongside other consultants involved in institutional strengthening.
  • Preparing technical, programmatic, and financial reports for submission to the UEP, UNESCO, and other key partners.
  • Creating institutional presentations to showcase the GEE's processes and experiences to various audiences.
  • Supporting UNESCO San José in promoting ITSE's experiences and knowledge at global, regional, and national events.
  • Performing other functions as necessary for the efficient execution of the project, adhering to the guidelines set forth in relevant project documents.

Required Qualifications:
The required qualifications for this position include:
  • A Master's degree in education sciences, economics, or social sciences.
  • Certifications in project management competencies.
  • A minimum of five years of proven experience leading projects in governance within higher education institutions.
  • Demonstrated experience in the education sector, specifically in CINE 5 or higher, along with knowledge of Panama's education regulations.
  • At least five years of experience in developing Terms of Reference for public procurement of goods or services.
  • Experience in monitoring the implementation of higher education projects.
  • Excellent planning, decision-making, and team coordination skills.
  • Strong interpersonal skills and the ability to produce various types of documents, including reports and presentations.
  • Proficiency in communication and information technologies.

Educational Background:
The educational background required for this position includes a Master's degree in areas related to education sciences, economics, or social sciences. Additionally, a Doctorate in technical higher education is desirable, along with certifications in project management competencies.

Experience:
Candidates must have a minimum of five years of experience leading projects in governance within higher education institutions. Desirable candidates may have up to ten years of experience in similar roles, demonstrating a strong track record in managing and administering projects related to regulatory development in higher education.

Languages:
The mandatory language requirement for this position is native-level proficiency in Spanish or an excellent, verifiable level of Spanish. Additionally, candidates must have excellent oral and written proficiency in English, which is considered a valuable asset for the role.

Additional Notes:
This position is a full-time, in-person role based at the ITSE offices in Panama City. The contract duration is from 7 to 11 months, with the possibility of extension based on performance. Applicants must have the legal right to work in Panama. The working hours are from 8:00 AM to 4:00 PM.
