Job Overview: The National Consultant will work closely with the UN Women Cambodia Programme Office to facilitate the implementation of various projects, including the PROTECT 7000-Photo Project, Youth Leadership Academy (YLA) programmes, and the EmPower participatory photography initiatives. The consultant will apply multidisciplinary approaches grounded in participatory and feminist principles to support the capacity building of women and youth groups. This role involves engaging with community members, facilitating workshops, and providing technical support to ensure the successful execution of project activities. The consultant will also assist in developing an adapted version of the Youth Leadership Programme for young men, ensuring that the programme promotes transformative leadership that advances gender equality. The consultant will report to the Program Analyst of the PROTECT Project and will be responsible for coordinating with various stakeholders, including government officials, civil society, and programmatic partners.
Duties and Responsibilities:
Provide technical support for the implementation of the PROTECT 7000-Photo Project, YLA programmes, and EmPower participatory photography initiatives.
Coordinate and facilitate the implementation of the PROTECT 7000-Photo Project and Photography project, focusing on capacity building, monitoring, and coaching support to peer networks and community groups.
Collaborate with the international consultant to develop event concept notes and ensure inclusive input from project participants.
Organize and facilitate online and face-to-face workshops for image/photo analysis and further use of the images/photos and stories.
Provide technical support to coordinate and facilitate the YLA programme with young men groups.
Suggest recommendations for modifying and finalizing new cohort activities for the YLA programme.
Maintain communication with project participants to apply action learning, including mentoring/coaching on proposed actions and stories of change.
Provide technical and administrative support in organizing programme events, workshops, and trainings, ensuring successful event execution.
Draft reports on event results and participant engagement, and assist in administrative and operational processes related to the projects.
Required Qualifications:
Master’s degree in business, social sciences, international relations, media, art, gender, or related fields is required. A first-level university degree with 2 additional years of qualifying experience may be accepted in lieu of an advanced degree.
Minimum 1 year of progressively responsible experience in media, particularly using photos to advocate for women's rights and gender equality.
Basic understanding of women’s rights, gender issues, climate change, and environmental problems.
Experience in engaging youth and community women to co-design project activities using participatory and feminist approaches.
Experience in coordinating and mobilizing participants, especially community women, for events or workshops.
Proficiency in using computers and standard software packages (e.g., Microsoft Office) and managing photography/documents in shared online programs (e.g., Google Drive, Dropbox).
Educational Background: A Master’s degree in business, social sciences, international relations, media, art, gender, or related fields is required. A first-level university degree in combination with 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. Completion of secondary education is also noted as a minimum requirement.
Experience: The position requires a minimum of 1 year of progressively responsible experience in media, particularly in using photography to advocate for women's rights and gender equality. Candidates should have a sound understanding of women's rights, gender issues, climate change, and environmental problems. Experience in engaging youth and community women in project activities using participatory and feminist approaches is essential. Additionally, candidates should have experience in coordinating and mobilizing participants for events or workshops.
Languages: Proficiency in English and Khmer is mandatory, both oral and written. This bilingual requirement is crucial for effective communication and engagement with local communities and stakeholders.
Additional Notes: This consultancy is home-based and is estimated at a maximum of 200 days over the period from 02 March 2026 to 30 June 202
The consultant will be required to undertake a maximum of 10 trips across Cambodia. UN Women will cover accommodation and travel expenses incurred during the assignment. The consultant will be engaged under a retainer contract, which allows for direct engagement based on need and availability. Payment will be made monthly, 10 days after the submission of a monthly claim, based on the number of days worked. The consultant will also be expected to engage with various stakeholders, including government officials and civil society, and will be provided with a workstation to facilitate effective consultation and support.
