Job Overview:

The MEAL Officer will be responsible for designing, implementing, and monitoring a comprehensive MEAL system that is functional and quality-oriented, ensuring continuous learning and accountability to affected populations. The role also involves collecting, analyzing, and utilizing both quantitative and qualitative data, contributing to the continuous improvement of multi-sectoral interventions, and ensuring that feedback and complaint mechanisms are accessible, safe, inclusive, and effectively utilized by communities.

Duties and Responsibilities:
The MEAL Officer will contribute to the effective implementation of MEAL systems and standard operating procedures (SOPs) at the area office level, ensuring strict compliance with NRC policies, guidelines, and procedures. Responsibilities include ensuring timely and accurate data entry, cleaning, and organization for monitoring and evaluation. The officer will assist in data analysis and prepare summary reports for program use, maintain MEAL databases, and ensure proper documentation. The role also involves harmonizing data collection and communication between projects and partners, promoting safe, inclusive, and ethical engagement with communities during monitoring and evaluation activities. The officer will support reliable data collection and analysis for community feedback mechanisms and ensure that teams understand and execute these practices effectively. Additionally, the MEAL Officer will contribute to organizational learning by planning and facilitating monthly feedback sessions and producing concise, visually clear reports on community feedback results.

Required Qualifications:
Candidates must have 1 to 2 years of experience in MEAL or data management, preferably in humanitarian or development contexts (international NGOs, including the development of accountability systems). Knowledge of quantitative and qualitative data collection and analysis is essential, along with strong database management skills and proficiency in Excel and digital data collection methods (Kobo/ODK). A Bachelor's degree in social sciences, statistics, or a related field is preferred. Fluency in French (spoken, reading, and writing) is mandatory, and experience in establishing and monitoring community feedback and complaint mechanisms is required. Proficiency in MS Office (Word, Excel, Access) and data collection and processing software (ODK/Kobo, Sphinx, PowerBI) is necessary. A detailed understanding of community feedback mechanisms in humanitarian contexts is also required, along with a strong commitment to accountability and the ability to inspire others.

Educational Background:
A Bachelor's degree in social sciences, statistics, or a related field is preferred for this position. Additional qualifications such as a postgraduate certificate in Monitoring and Evaluation, Protection, or Accountability related fields, including surveys, sampling, and data analysis, would be considered an asset.

Experience:
The position requires 1 to 2 years of relevant experience in MEAL or data management, ideally within humanitarian or development settings. Experience with international NGOs and familiarity with accountability systems and community feedback mechanisms is highly valued.

Languages:
Fluency in French is mandatory for this position, both spoken and written. Knowledge of local languages, particularly Sudanese Arabic, is considered a strong asset and would enhance the candidate's suitability for the role.
