Duties and Responsibilities:
Conduct a thorough evaluation of the Japan Supplementary Budget (JSB) Project, including its design, implementation, and outcomes.
Develop an evaluation framework and methodology that aligns with UNDP standards and best practices.
Collect and analyze qualitative and quantitative data from various sources, including project reports, stakeholder interviews, and field visits.
Engage with project stakeholders, including government officials, beneficiaries, and UNDP staff, to gather insights and perspectives on the project's performance.
Prepare a comprehensive evaluation report that outlines findings, conclusions, and recommendations for future projects.
Present evaluation results to UNDP management and stakeholders, facilitating discussions on lessons learned and potential improvements.
Ensure that the evaluation process adheres to ethical standards and respects the confidentiality of participants.
Provide ongoing support and guidance to UNDP in implementing recommendations from the evaluation.
Required Qualifications:
Advanced degree in social sciences, development studies, or a related field.
Proven experience in project evaluation, particularly in the context of international development.
Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Familiarity with UNDP's evaluation policies and procedures is an asset.
Excellent communication skills, both written and verbal, with the ability to engage effectively with diverse stakeholders.
Strong organizational skills and the ability to manage multiple tasks and deadlines.
Educational Background: Candidates must possess an advanced degree (Master's or equivalent) in social sciences, development studies, or a related field. A PhD is preferred but not mandatory. Relevant certifications in project evaluation or monitoring and evaluation (M&E) methodologies will be considered an advantage.
Experience: The position requires a minimum of 5 years of professional experience in project evaluation, with a strong emphasis on international development projects. Experience working with UN agencies or similar organizations is highly desirable. Candidates should demonstrate a track record of successfully conducting evaluations and producing high-quality reports that influence decision-making.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in this language. Knowledge of local languages in Ghana is considered an asset, as it may facilitate better engagement with local stakeholders. Proficiency in other UN languages is a plus, enhancing the candidate's ability to work in a multicultural environment.
Additional Notes: This is a contract position for a duration of 30 working days. The role is expected to be full-time during the evaluation period. The evaluator will be required to submit their proposals through the UNDP supplier portal, and all communications regarding the evaluation must be conducted through the designated messaging functionality in the portal. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
