Job Overview:
The HR Associate position is integral to the Human Resources unit within the UNDP Country Office. The role focuses on ensuring the effective administration and implementation of HR strategies and policies, promoting a collaborative and client-oriented approach to HR services. The HR Associate will work closely with various teams within the Country Office, including Programme, Operations, and project teams, as well as with staff from the Global Shared Services Centre (GSSC) and other UN agencies. The position requires a proactive approach to managing HR-related issues and maintaining high staff morale. The HR Associate will be responsible for executing transparent and efficient HR services, ensuring compliance with UNDP policies, and supporting the development of a strong people management culture. This role is crucial for fostering an inclusive and equitable workplace that aligns with the organization's mission and goals.

Duties and Responsibilities:
  • Ensure effective administration and implementation of HR strategies and policies, ensuring compliance with UN rules and regulations, and proper functioning of HR management systems.
  • Support the development and management of Standard Operating Procedures (SOPs) for third-party recruitment and contract management, ensuring alignment with HR and procurement policies.
  • Act as a liaison to strengthen coordination among HR, Procurement, hiring teams, and vendors, identifying process gaps and proposing improvements.
  • Implement recruitment processes for PSA contract modalities, assisting with all stages of recruitment, including drafting job descriptions, screening candidates, and facilitating interview panels.
  • Guide newly hired staff through their onboarding process, ensuring a smooth integration into the organization.
  • Maintain accurate HR records and databases, ensuring timely updates and compliance with organizational policies.
  • Provide ongoing HR advisory support to programme and project teams, ensuring effective workforce planning and management.
  • Organize and participate in training sessions for staff on HR issues, contributing to knowledge sharing and capacity building within the organization.

Required Qualifications:
The position requires a minimum of 6 years of progressively responsible HR and/or administrative experience at the national or international level for candidates with a high school diploma, or 3 years for those with a bachelor's degree. Candidates should possess knowledge of web-based management systems such as ERP and proficiency in MS Office and HR systems for documentation and reporting. Desired skills include experience in HR services, knowledge of UN/UNDP policies, excellent data management skills, and effective communication abilities for collaboration with various stakeholders.

Educational Background:
A secondary education is required, while a university degree (Bachelor’s degree) in Human Resources, Business Administration, or a related field is preferred but not mandatory. Candidates with relevant educational qualifications will be given due consideration.

Experience:
Candidates must have a minimum of 6 years of relevant work experience with a high school diploma or 3 years with a bachelor's degree. This experience should include progressively responsible roles in HR and/or administrative functions at either the national or international level, demonstrating a solid understanding of HR processes and practices.

Languages:
Fluency in English and Hindi is required for this position, ensuring effective communication within the diverse workforce and with stakeholders.
