Job Overview: The National Consultant: Programme Support position is designed to facilitate and document the SWAPNO field visit, which aims to generate evidence-based insights on gender dimensions, empowerment outcomes, and the effectiveness of social protection delivery mechanisms in Bangladesh. The consultant will be responsible for collecting qualitative data and beneficiary stories that highlight gender equality gaps and best practices. This role also involves compiling relevant secondary resources to inform the next-generation National Social Protection Strategy (NSSS 2026 and beyond). The consultant will prepare a concise analytical brief to support policy dialogue and advocacy for gender-responsive social protection. Additionally, the consultant will engage with the Bangladesh Academy for Rural Development (BARD) to explore capacity-building-based employment programme interventions and identify opportunities for future collaboration. The assignment is expected to span 80 working days over a period of 5 months, requiring a proactive approach to data collection and stakeholder engagement.
Duties and Responsibilities: The duties and responsibilities of the National Consultant include:
Conducting field visits to gather qualitative data and beneficiary stories related to gender dimensions and social protection mechanisms.
Documenting insights and best practices that highlight gender equality gaps in social protection delivery.
Compiling secondary resources and data to inform the development of the National Social Protection Strategy (NSSS 2026 and beyond).
Preparing an analytical brief that supports policy dialogue and advocacy efforts for gender-responsive social protection.
Collaborating with the Bangladesh Academy for Rural Development (BARD) to identify and explore capacity-building employment programme interventions.
Engaging with stakeholders to gather feedback and insights that can inform future collaboration opportunities.
Submitting all findings and reports in a timely manner as per the project timeline.
Required Qualifications: The required qualifications for the National Consultant position include:
A strong background in social sciences, gender studies, or a related field.
Proven experience in conducting qualitative research, particularly in the context of social protection and gender issues.
Familiarity with the social protection landscape in Bangladesh and relevant policies.
Excellent analytical and writing skills, with the ability to produce high-quality reports and briefs.
Strong communication and interpersonal skills to engage effectively with stakeholders and beneficiaries.
Ability to work independently and manage time effectively to meet deadlines.
Educational Background: The educational background required for this position includes a minimum of a Master's degree in social sciences, gender studies, development studies, or a related field. Candidates with a PhD or equivalent experience in relevant areas will be given preference. A strong academic record and relevant certifications in research methodologies will also be advantageous.
Experience: Candidates should have a minimum of 5 years of professional experience in social protection, gender equality, or related fields. Experience working with international organizations, particularly in the context of UN agencies, is highly desirable. Proven track record in conducting field research and engaging with diverse stakeholders is essential. Familiarity with the socio-economic context of Bangladesh and previous experience in similar assignments will be considered an asset.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Bengali is highly desirable, as it will facilitate communication with local stakeholders and beneficiaries. Knowledge of additional languages relevant to the region may be considered an advantage.
Additional Notes: This position is classified as an individual contractor role, and the contract duration is for 80 working days over a period of 5 months. The consultant will be expected to work flexibly and may need to travel within Bangladesh for field visits. The position is open to national candidates only, and compensation will be commensurate with experience and qualifications.
