Job Overview:
The National Consultant for Final Evaluation (FE) of the UNDP-supported GCA Project is tasked with conducting a comprehensive evaluation of the project’s outcomes and impacts. This role involves assessing the effectiveness, efficiency, and relevance of the project in achieving its objectives. The consultant will be expected to analyze data, gather feedback from stakeholders, and provide recommendations for future projects.   • The consultant will work closely with UNDP staff and project stakeholders to ensure that the evaluation is thorough and meets the required standards. The consultant will also be responsible for preparing a detailed report that outlines the findings and recommendations based on the evaluation.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Conducting a thorough evaluation of the GCA Project, including its design, implementation, and outcomes.
  • Collecting and analyzing qualitative and quantitative data from various sources, including project documents, stakeholder interviews, and surveys.
  • Engaging with project beneficiaries, partners, and other stakeholders to gather insights and feedback on the project’s effectiveness.
  • Preparing a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations for future projects.
  • Presenting the evaluation results to UNDP and other relevant stakeholders in a clear and concise manner.
  • Ensuring that the evaluation process adheres to UNDP’s evaluation standards and guidelines.
  • Collaborating with UNDP staff throughout the evaluation process to ensure alignment with project goals and objectives.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A strong background in project evaluation, particularly in the context of international development.
  • Proven experience in conducting evaluations for UNDP or similar organizations.
  • Excellent analytical skills with the ability to interpret complex data and draw meaningful conclusions.
  • Strong communication skills, both written and verbal, with the ability to present findings effectively to diverse audiences.
  • Familiarity with the GCA Project and its objectives is an advantage.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
Candidates should have a minimum of a Master’s degree in a relevant field such as international development, social sciences, or a related discipline. A PhD or equivalent advanced degree is preferred but not mandatory. Additional certifications in project evaluation or monitoring and evaluation methodologies would be beneficial.

Experience:
The position requires a minimum of 5 years of relevant experience in project evaluation, particularly in the context of UNDP-supported projects or similar international development initiatives. Experience working in Bangladesh or similar contexts is highly desirable. The candidate should have a proven track record of successfully conducting evaluations and producing high-quality reports.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Bengali or other local languages is considered an asset, as it may facilitate communication with local stakeholders and beneficiaries.

Additional Notes:
This position is for a fixed-term contract lasting for the duration of the evaluation assignment, which is approximately 4 months. The consultant will be expected to work on a full-time basis during this period, dedicating a total of 35 working days to the evaluation process. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications. The consultant will be required to submit their proposals directly through the UNDP supplier portal, following the specified guidelines.
