Job Overview:
The Project Engineering Analyst will play a crucial role in the Flood Recovery Programme (FRP) by planning, designing, implementing, and monitoring civil works projects. This position requires conducting feasibility studies, preparing designs and cost estimates, overseeing construction, and ensuring quality standards are met. The analyst will communicate with stakeholders, manage third-party monitoring firms, and support knowledge sharing within the team. The role is vital in addressing the impacts of climate change and supporting the Government of Pakistan in its recovery efforts following the devastating floods of 2022, which affected millions and caused significant damage to infrastructure and livelihoods.

Duties and Responsibilities:
The Project Engineering Analyst will be responsible for a wide range of duties, including:
  • Planning and designing civil works projects for the FRP, ensuring alignment with UNDP policies and local standards.
  • Conducting feasibility studies and site assessments to inform project planning and procurement activities.
  • Preparing detailed designs, Bills of Quantities (BoQs), and cost estimates for proposed works.
  • Facilitating the procurement of goods and services, including preparing Terms of Reference and technical documentation for bidding processes.
  • Overseeing contract management and ensuring compliance with project scope, budget, and timelines.
  • Conducting site visits to monitor construction progress and quality, providing real-time data to the core team.
  • Certifying contractor invoices and conducting final inspections to ensure project completion.
  • Ensuring effective knowledge management and archiving of project documentation, as well as providing training to team members and contractors.

Required Qualifications:
Candidates must possess an advanced university degree (master's degree or equivalent) in Civil Engineering, Architecture, or a related field. Alternatively, a first-level university degree (bachelor’s degree) combined with two years of relevant experience will be considered. Strong computer skills, particularly in Microsoft Office and computer-aided design software (e.g., AutoCAD), are desired. Familiarity with UNDP policies and procurement rules is a strong asset, along with experience in managing engineering teams and construction activities.

Educational Background:
An advanced university degree (master's degree or equivalent) in Civil Engineering, Architecture, or a related field is required. A first-level university degree (bachelor’s degree) in the aforementioned areas, combined with two years of qualifying experience, will also be considered. Professional certifications in project management methodologies (e.g., PMP, PRINCE2) are desirable.

Experience:
Applicants with a master's degree in a relevant field are not required to have professional work experience. However, those with a bachelor's degree must have a minimum of two years of relevant professional experience in building construction and civil works project management at the national or international level. Experience in the Sindh region is preferred, along with proven experience in managing engineering teams and handling tender documents for sizeable engineering works.

Languages:
Fluency in written and spoken English and Urdu is required. Fluency in Sindhi is considered an added advantage, enhancing communication with local stakeholders and communities.
