Job Overview:
The WASH Officer position at UNICEF in the State of Palestine is crucial for providing technical, operational, and administrative assistance throughout the WASH programming process. The officer will report to the WASH Manager and will be responsible for preparing, managing, and implementing various technical and administrative tasks related to the development, implementation, monitoring, and evaluation of WASH output results. This role is essential in ensuring that every child in the Gaza Strip and the West Bank has access to necessary WASH services, thereby fulfilling their potential. The officer will engage with various stakeholders, including government counterparts, NGOs, and UN partners, to ensure effective program delivery and to address critical issues in the WASH sector.

Duties and Responsibilities:
  • Programme Development and Planning: The WASH Officer will draft updates for WASH in the situation analysis, research trends in WASH, prepare technical reports, and contribute to the establishment of WASH-related outcome and output results. They will provide technical and administrative support throughout all stages of programming processes, ensuring compliance with organizational processes and management systems.
  • Programme Management, Monitoring, and Delivery of Results: The officer will work collaboratively with colleagues and partners to analyze implementation issues, keep records of reports and assessments, participate in monitoring and evaluation exercises, and prepare sectoral progress reports for management and donors.
  • Technical and Operational Support for Programme Implementation: The officer will undertake field visits, report critical issues to supervisors, and provide technical support to government counterparts and partners on UNICEF policies and best practices in WASH.
  • Humanitarian WASH Preparedness and Response: The officer will draft requisitions for supplies and services to ensure UNICEF's preparedness for emergencies and will support emergency response efforts as needed.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in civil or water engineering, sanitary engineering, public health, or another relevant technical field. Additional relevant post-graduate courses are considered a strong asset. In exceptional cases, candidates with a Bachelor's degree and a minimum of 4 years of relevant working experience may be considered.

Educational Background:
A Master's degree in a relevant field is required, with additional post-graduate courses being a strong asset. Candidates with a Bachelor's degree and significant experience may also qualify.

Experience:
A minimum of 2 years of relevant working experience with a Master's degree, or a minimum of 4 years with a Bachelor's degree in WASH-related programmes for developing countries is required. Experience in municipal water supply repair and reconstruction or wastewater treatment engineering is considered a strong asset. Work experience within the UN system should not exceed 1 year, including UNV, paid UN internship, and UN consultancy.

Languages:
Fluency in English is required. Knowledge of another official UN language or the local language of the duty station is considered an asset.

Additional Notes:
This position is open to Dutch nationals only. The maximum age limit for applicants is 32 years as of December 31 of the year of application. The position includes a Duty Travel and Training Allowance (DTTA) of $4000 per year for learning activities related to the assignment and career development. The role is located in Gaza, which is currently experiencing a humanitarian crisis, and candidates must be prepared for the challenges associated with this environment.
