Job Overview:
The position involves developing a comprehensive Digitalization Strategy for the Department of Judicial Administration and the Maldivian Judiciary. This strategy aims to provide a coherent, long-term framework that will guide the digital transformation efforts within the judiciary. The consultant will be expected to align digital investments with institutional priorities, strengthen governance and accountability mechanisms, and ensure that the digitalization efforts are sustainable, inclusive, and tailored to the unique geographic and operational context of the Maldives. The consultant will work closely with stakeholders to assess current digital capabilities, identify gaps, and propose actionable recommendations for enhancing the digital infrastructure and services of the judiciary.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough analysis of the current digital landscape within the Maldivian judiciary, including existing systems, processes, and technologies. They will engage with key stakeholders to gather insights and feedback, facilitate workshops, and present findings. The consultant will develop a detailed Digitalization Strategy document that outlines specific goals, objectives, and implementation plans. They will also provide recommendations for capacity building, resource allocation, and monitoring and evaluation frameworks to ensure the successful execution of the strategy. Additionally, the consultant will be expected to prepare progress reports and presentations for UNDP and other stakeholders throughout the assignment.

Required Qualifications:
Candidates must possess a strong background in digital transformation, particularly within the public sector or judicial systems. They should have proven experience in developing strategic frameworks and policies related to digitalization. Familiarity with the Maldivian legal and judicial context will be an advantage. The consultant should demonstrate excellent analytical, communication, and interpersonal skills, with the ability to work collaboratively with diverse stakeholders. A strong understanding of governance, accountability, and sustainability principles in digital initiatives is essential.

Educational Background:
A minimum of a Master's degree in a relevant field such as Information Technology, Public Administration, Law, or a related discipline is required. Additional certifications or training in digital transformation, project management, or related areas will be considered an asset.

Experience:
The ideal candidate should have at least 5-7 years of professional experience in digital strategy development, particularly in the context of public administration or judicial systems. Experience working with international organizations, government agencies, or NGOs in similar roles will be highly regarded. Proven track record of successfully implementing digital transformation projects is essential.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Dhivehi or other local languages will be considered an advantage, as it may facilitate communication with local stakeholders and enhance the inclusivity of the digitalization efforts.

The position is open to both national and international candidates, and the consultant will be compensated according to UNDP's established rates for individual contractors.
