Job Overview:
The position involves engaging a qualified local consultant to develop a comprehensive, medium-term Strategic Framework and detailed Implementation Plan for the Department of Judicial Administration (DJA) in the Maldives. This assignment is crucial as it aligns with national priorities, judicial independence principles, and international good practices. The consultant will be expected to conduct thorough research, engage with stakeholders, and provide actionable recommendations that will guide the DJA in enhancing its operational effectiveness and service delivery. The assignment is set to span 68 working days between February 2025 and September 2026, indicating a significant commitment to ensuring that the framework developed is both practical and sustainable in the long term.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks including but not limited to: conducting a situational analysis of the current judicial administration framework, identifying gaps and areas for improvement, engaging with key stakeholders including government officials, judicial staff, and civil society organizations to gather insights and feedback, developing a strategic framework that outlines the vision, mission, and objectives for the DJA, creating a detailed implementation plan that includes timelines, resource allocation, and performance indicators, ensuring that the framework aligns with both national and international standards, and presenting findings and recommendations to the relevant authorities. The consultant will also be expected to provide ongoing support and guidance during the implementation phase to ensure that the plan is effectively executed.

Required Qualifications:
Candidates must possess a strong background in legal studies, public administration, or a related field. They should have proven experience in developing strategic frameworks or similar documents, particularly within the context of judicial or governmental institutions. Familiarity with international best practices in judicial administration is essential. Additionally, candidates should demonstrate strong analytical skills, the ability to engage with diverse stakeholders, and excellent written and verbal communication skills. A track record of successful project management and the ability to work independently are also critical for this role.

Educational Background:
A minimum of a Master's degree in Law, Public Administration, Political Science, or a related field is required. Candidates with additional certifications or training in strategic planning, project management, or public policy will be viewed favorably. Educational qualifications should reflect a strong understanding of judicial systems and governance frameworks.

Experience:
The ideal candidate should have at least 5-7 years of relevant professional experience, particularly in the areas of judicial reform, public sector management, or strategic planning. Experience working with international organizations, government agencies, or NGOs in similar capacities will be highly advantageous. The candidate should also have a demonstrated ability to manage complex projects and deliver results within specified timelines.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in this language.
