Job Overview:
The National Technical Analyst will play a crucial role in the coordination, implementation, and operational management of thematic areas related to ecosystem restoration and conservation in Uzbekistan. This position is part of a project aligned with the National Development Strategy of Uzbekistan (NDS) until 2030, which aims to address environmental degradation and promote sustainable development. The Analyst will ensure that project activities are executed in accordance with UNDP standards and contribute to the project's intended results. The role involves integrating technical quality, compliance with UNDP and Global Environmental Facility (GEF) requirements, and alignment with the Ecosystem Restoration Integrated Program (ERIP) principles. The Analyst will lead efforts to strengthen forest management and conservation practices through various interrelated activities, including the revision of management plans, establishment of GIS databases, and capacity-building initiatives for national and district-level partners. The position requires a focus on delivering global environmental benefits while promoting gender-responsive outcomes and ensuring effective stakeholder engagement.

Duties and Responsibilities:
The National Technical Analyst will have a comprehensive set of duties and responsibilities, including:
  • Planning and Reporting: Support the technical aspects of project planning, implementation, and reporting related to cross-sector planning, district spatial planning, forestry restoration, and protected area (PA) support. Prepare inputs for Project Implementation Reports (PIRs) and GEF tracking tools, ensuring compliance with results-based management and donor visibility requirements.
  • Technical Support and Coordination: Provide technical inputs to the procurement process for consultants and contractors, manage and coordinate technical consultants, and ensure effective consultation with national partners.
  • Cross-Sector and District Spatial Planning: Act as the focal point for mapping and database materials related to district spatial planning and forestry activities. Support the Chief International Technical Specialist (CITS) in executing activities and ensure timely access to reports and materials.
  • Communication and Monitoring: Implement the project monitoring plan, compile baseline data, and communicate project results effectively.
  • Other Duties: Perform additional tasks as necessary for the efficient functioning of the project and organization, ensuring effective coordination of national and international project consultants and contractors.

Required Qualifications:
The position requires a strong set of qualifications, including:
  • Education: An advanced university degree (master’s degree or equivalent) in Environmental Science, Environmental Management, Forestry, Natural Resource Management, Land Use Planning, Spatial Planning, Geography, Ecology, or related fields. Alternatively, a first-level university degree (bachelor’s degree) with two additional years of qualifying experience may be considered.
  • Experience: Applicants with a master’s degree are not required to have professional work experience, while those with a bachelor’s degree must have at least two years of relevant professional experience in natural resources management, rural land use planning, or forestry management.
  • Desired Skills: Proven experience in land-use planning, spatial planning tools, GIS applications, cross-sectoral planning, forest restoration techniques, and knowledge of Protected Area management standards. Additional training or certification in GIS, ecosystem restoration, or protected area management is desirable.

Educational Background:
Candidates must possess an advanced university degree (master’s degree or equivalent) in relevant fields such as Environmental Science, Environmental Management, Forestry, Natural Resource Management, Land Use Planning, Spatial Planning, Geography, Ecology, or Biodiversity Conservation. A first-level university degree (bachelor’s degree) in these fields, combined with two years of relevant experience, will also be considered. This educational background is essential for understanding the complexities of ecosystem management and restoration.

Experience:
The level of experience required for this position varies based on educational qualifications. Applicants with a master’s degree are not required to have prior professional experience, while those with a bachelor’s degree must have a minimum of two years of relevant professional experience in areas such as natural resources management, rural land use planning, or forestry management. This experience is crucial for effectively managing the project's objectives and ensuring successful implementation of activities.

Languages:
Fluency in English and Uzbek is mandatory for this position, as effective communication with local stakeholders and international partners is essential. A good command of Russian is desirable, as it may facilitate communication with certain stakeholders and enhance collaboration within the project.

Additional Notes:
The position is full-time and involves working closely with various stakeholders, including national counterparts and UNDP regional advisors. The National Technical Analyst will be responsible for ensuring the effective implementation of project activities and will report to the Project Specialist and Chief International Technical Specialist (CITS). The role may involve participation in national working groups related to forestry planning and restoration activities.
