The Office of the United Nations High Commissioner for Human Rights (OHCHR) was established in April 2018 in Liberia following a six-year host country agreement with the Government of Liberia. This agreement allows the office to fully exercise its human rights promotion and protection mandate. The OHCHR's mission is to protect and promote human rights, contribute to national efforts in promoting respect for human rights, monitor the human rights situation, and provide capacity building to national institutions and civil society organizations. The office has strengthened the capacities of various stakeholders through technical assistance and training on thematic human rights issues, and has conducted trial monitoring to prevent due process violations. The OHCHR-Liberia operates under a Memorandum of Understanding with the Government of Liberia, implementing the full mandate of the High Commissioner for Human Rights as stipulated in General Assembly Resolution 48/141 of 20 December 199

Job Overview:
The Transitional Justice Program Support Volunteer will work under the supervision of the OHCHR Representative and the Head of the Technical Unit on Transitional Justice. The incumbent will support the implementation of the transitional justice program, focusing on establishing victim-centered national judicial and non-judicial mechanisms and integrating economic, social, and cultural rights issues. The role involves monitoring and reporting on human rights issues, collecting and analyzing data related to transitional justice and the rule of law, and providing technical support to national stakeholders, including government entities and civil society organizations. The volunteer will also ensure that gender perspectives are integrated into all human rights activities and assist in developing training programs that address the intersection of human rights, corruption, and the Sustainable Development Goals (SDGs). Additionally, the volunteer will represent the UN human rights office at relevant meetings and contribute to drafting reports and communications for policy-making bodies. The position emphasizes the importance of volunteerism and encourages engagement with local communities.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including supporting the implementation of the transitional justice program, contributing to the monitoring and reporting of human rights issues, and assisting in the collection and analysis of human rights indicators and data. The volunteer will provide technical support on transitional justice and rule of law matters to relevant national stakeholders, ensuring the integration of gender perspectives in all activities. Responsibilities also include developing and implementing human rights training programs, representing the UN human rights office at meetings, and drafting reports and communications. The volunteer is expected to engage in activities that promote volunteerism and contribute to the UN Volunteers program, including participating in events that mark International Volunteer Day, writing articles for UNV publications, and assisting with the UNV Buddy Programme for new volunteers.

Required Qualifications:
Candidates should possess a strong understanding of human rights issues, particularly in the context of transitional justice. They should demonstrate good independent judgment and discretion in handling significant issues. The role requires a commitment to gender equality and the ability to incorporate gender perspectives into all areas of work. Candidates should also have strong planning and organizational skills, with the ability to prioritize tasks and manage time effectively. Excellent communication skills in English, both spoken and written, are essential, as the volunteer will need to draft clear reports and engage in effective communication with diverse audiences.

Educational Background:
A degree in law, human rights, social sciences, or a related field is required for this position. Candidates with advanced degrees or specialized training in transitional justice or human rights will be preferred. Knowledge of international and regional human rights systems, policies, and guidelines is also essential.

Experience:
The position requires candidates to have relevant experience in human rights, transitional justice, or related fields. Experience working with governmental or non-governmental organizations, particularly in a multicultural environment, is highly desirable. Familiarity with monitoring and reporting on human rights issues, as well as experience in capacity building and training, will be advantageous.

Languages:
Fluency in English is mandatory, as the role requires strong communication skills for drafting reports and engaging with stakeholders. Knowledge of additional languages relevant to the local context may be considered an asset but is not mandatory.

Additional Notes:
The position is a volunteer role under the UN Volunteers program, and it is expected that the incumbent will dedicate part of their working time to activities that promote volunteerism. The living conditions in Liberia require adherence to security" style="border-bottom: 1px dotted #007bff !important;">security protocols, and all UN staff must complete the United Nations Basic Security course (BSAFE) prior to joining the office. The current UN security level for Liberia is level 2, and upon arrival, all UN staff receive a security briefing. The role is based in Monrovia, where comfortable accommodations are available, and access to medical facilities is provided within the UN Compound.
