Job Overview:
The Finance Officer position is crucial for the financial management of project activities within the Philippines Country Office of IOM. The successful candidate will be responsible for providing specialized support in financial management, which includes tracking financial expenditures, ensuring accountability, and addressing discrepancies in financial reporting. The role requires close coordination with project managers and various units within IOM, including the Head of Resources Management Unit (RMU) and Regional Office. The Finance Officer will assist in financial forecasting, prepare donor financial reports, and ensure compliance with IOM regulations. This position demands a proactive approach to financial management, with a focus on maintaining transparency and accuracy in financial dealings.

Duties and Responsibilities:
The Finance Officer will undertake a variety of duties, including but not limited to:
  • Providing specialized support in financial management for project activities, ensuring accurate tracking of expenditures and accountability.
  • Coordinating new and revised project budget proposals with project managers and the Program Support Unit.
  • Assisting in financial forecasting during project implementation phases and monitoring all project commitments.
  • Coordinating donor financial reports in accordance with IOM regulations and established procedures.
  • Responding to financial queries and liaising with external auditors as necessary.
  • Assisting in the preparation of annual global budget proposals for the Mission.
  • Checking and following up on the monthly and long-term projectization of office costs coverage for all IOM Offices in the Philippines.
  • Working with implementing partners to review their financial reports in line with donor requirements.
  • Supervising and training finance staff responsible for project and mission budgets. 1
  • Performing any other duties as assigned by the Head of RMU.

Required Qualifications:
Candidates must possess a Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited institution. Alternatively, a University degree in the aforementioned fields with two years of relevant professional experience is acceptable. Knowledge of International Public Sector Accounting Standards (IPSAS) and Oracle is highly desirable. Candidates should also have a strong understanding of financial rules and regulations, as well as experience in IOM administrative and financial management, budget monitoring, cash management, and internal control procedures.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration, Finance, Management, Accounting, or a related field from an accredited academic institution. Alternatively, a University degree in the same fields with two years of relevant professional experience is acceptable. Accreditation from recognized institutions listed in the UNESCO World Higher Education Database is necessary for the educational qualifications.

Experience:
A minimum of two years of relevant professional experience in financial management, accounting, and budgeting is required for this position. Candidates should have experience in IOM administrative and financial management, budget monitoring, cash management, and internal control procedures. Familiarity with International Public Sector Accounting Standards (IPSAS) and Oracle is highly regarded, as is experience in migration-related subject areas and knowledge of UN and bilateral donor programming.

Languages:
Fluency in English, both oral and written, is required for this position. IOM’s official languages include English, French, and Spanish. Proficiency in these languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. National Professional Officers must be nationals of the country of their employment. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary government authorizations.
