Job Overview:
As a Transport Specialist at ADB, you will play a crucial role in shaping and implementing policies and strategies for the transport sector in developing member countries (DMCs). This position involves processing and administering transport sector assistance projects, technical assistance (TA), and non-lending products and services (NLPS) to support sustainable and efficient transportation projects. You will be responsible for ensuring project identification, preparation, appraisal, and documentation, while also ensuring compliance with ADB's policies and operational manuals. Your work will require collaboration with various teams and external stakeholders, and you will oversee junior team members, contributing to their professional development. The role demands expertise in transport infrastructure development, cross-border transport facilitation, and knowledge of the aviation and maritime subsectors. You will engage in dialogue with government officials and stakeholders, support project documentation, and ensure that climate change impacts and best engineering practices are integrated into project designs. Your contributions will be vital in advocating for transport and development issues, and you will lead staff in their performance and development, ensuring ongoing learning and integration within the organization.

Duties and Responsibilities:
The Transport Specialist will have a comprehensive set of responsibilities, including: conducting dialogues with government officials and stakeholders on transport sector issues; preparing indicative country pipelines and monitoring reports; supporting project identification, preparation, appraisal, and documentation; ensuring compliance with ADB's policies and operational manuals; incorporating climate change impacts and best engineering practices into project designs; providing guidance to borrowers and clients in creating high-quality project documents; assisting Project Team Leaders (PTLs) in project functions and leading activities when assigned; addressing queries and comments from internal reviews and stakeholders; coordinating with development agencies on loans, TA, and NLPS; establishing and maintaining monitoring systems for project progress; participating in transport sector network activities; mentoring junior staff and supporting their integration into the organization; and performing other responsibilities as assigned by supervisors.

Required Qualifications:
Candidates must possess a university degree in civil, highway, or transportation engineering, transport economics or finance, transport policy or planning, or sustainable transport, preferably at the post-graduate level or its equivalent. Additionally, at least 6 years of relevant professional experience in the transport sector is required, including international experience in urban transport, railways, metros, logistics, port and maritime transport, airports, and private sector participation/financing. Candidates should have knowledge of transport and communications development issues in Asia, expertise in ADB's operations, and experience in preparing investment projects, including project identification, policy analysis, and coordination with stakeholders. Proficiency in written and verbal English and local languages (as applicable) is mandatory, along with advanced competency in client orientation, achieving results, problem-solving, and knowledge sharing.

Educational Background:
The educational background required for this position includes a university degree in a relevant field such as civil, highway, or transportation engineering, transport economics or finance, transport policy or planning, or sustainable transport. A post-graduate degree or its equivalent is preferred, indicating a higher level of expertise and understanding of the complexities involved in transport sector projects.

Experience:
The position requires at least 6 years of relevant professional experience in the transport sector, with a strong emphasis on international experience across multiple countries. Candidates should have a proven track record in urban transport, railways, metros, logistics, port and maritime transport, and airports. Experience in private sector participation and financing, as well as familiarity with emerging areas in transport, is highly desirable. Additionally, candidates should have experience working with teams of professionals in technical, social, and environmental safeguards, economic assessments, and procurement processes.

Languages:
Proficiency in English is mandatory, both written and verbal. Knowledge of local languages relevant to the DMCs may be advantageous but is not explicitly required. Candidates should demonstrate strong communication skills to effectively engage with stakeholders and convey complex information clearly.

Additional Notes:
This position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), aimed at enhancing in-house expertise.
