Job Overview: The security" style="border-bottom: 1px dotted #007bff !important;">Security and Emergency Services Analyst position is situated within the Organizational Resilience and Security Division (CSRS) of the Corporate Services Department (CSD) at ADB. The role is pivotal in providing structured coordination support across various programs, projects, and budgets to ensure effective planning, delivery, and continuous improvement of the ADB Security Operations Center (SOC) programs. The analyst will be responsible for maintaining comprehensive documentation, tracking actions and resources, and coordinating with stakeholders to enhance operational readiness. The position also involves supporting budget management, procurement, and contracting processes, as well as promoting governance and stakeholder engagement through training and capacity-building initiatives. The analyst will play a crucial role in ensuring that ADB's security operations are efficient and effective, contributing to the overall mission of the organization.
Duties and Responsibilities: The duties and responsibilities of the Security and Emergency Services Analyst include:
Program and Project Coordination: Providing operational, planning, and coordination support for ADB's SOC programs and projects, tracking actions, deadlines, and deliverables in accordance with approved workplans. Developing and improving project documentation, records, and tracking tools to enhance program and project implementation. Offering project coordination support for institutional projects, including monitoring and progress reporting.
Budget, Procurement, and Governance Support: Assisting with budgetary and financial coordination, preparing budget inputs, tracking expenditures, and monitoring variances. Supporting procurement and contracting processes by coordinating timelines, preparing administrative documentation, and monitoring vendor deliverables. Managing document review and quality control processes, ensuring timely finalization of reports and project documentation. Coordinating meetings, briefings, and governance processes by preparing agendas, briefing notes, and action trackers.
Stakeholder, Capability, and Engagement Support: Communicating with internal and external stakeholders to resolve administrative and project-related issues. Supporting training and capacity-building projects by coordinating logistics and maintaining records. Facilitating internal engagement and communication activities through logistics coordination for briefings and workshops. Performing other duties as assigned and reflected in the work plan.
Required Qualifications: The ideal candidate for the Security and Emergency Services Analyst position should possess a Bachelor's degree in business administration, public administration, finance, project management, international relations, or a related discipline. A minimum of 5 years of experience in project coordination, program support, budget or financial administration, or operational support is required. Holding a nationally or internationally recognized professional certification or license in project management, accounting, finance, procurement, data analysis, or law is advantageous. The candidate should have demonstrated experience in supporting multi-stakeholder projects, managing documentation, and coordinating timelines and approvals. Experience in providing administrative and operational support to complex programs in an international or matrixed environment is essential. The candidate should also exhibit strong organizational skills and the ability to produce professional-quality outputs within deadlines, along with a proactive approach to identifying gaps and improving processes.
Educational Background: Candidates must have a Bachelor's degree in a relevant field such as business administration, public administration, finance, project management, or international relations. This educational background is crucial for understanding the complexities of project coordination and financial management within the context of ADB's operations.
Experience: The position requires at least 5 years of relevant experience in project coordination, program support, budget or financial administration, or operational support. Candidates should have a proven track record of managing multiple tasks and delivering high-quality outputs within tight deadlines. Experience in supporting budget preparation, expenditure tracking, procurement coordination, or vendor management processes is desirable, as is experience in an international or matrixed organizational environment.
Languages: The mandatory language requirement for this position is excellent command of written and verbal communication skills in English. Proficiency in additional languages may be considered an asset, particularly if they are relevant to ADB's member countries or operational regions.
Additional Notes: This appointment is open to both internal and external applicants and is a fixed-term appointment for an initial period of 3 years. At the end of this period, the appointment may be extended for up to 2 additional years, converted to a regular appointment, or ended based on ADB's needs and the employee's performance.
