Job Overview: The Project Manager for the STRengthening Infectious disease DEtection Systems (STRIDES) Activity will be responsible for the overall management, operations, and coordination of the project in the Philippines. Reporting directly to the Project Director, the Project Manager will ensure that all project activities are executed efficiently, on schedule, within budget, and in compliance with donor and organizational requirements. This role involves overseeing subcontractor planning, budgeting, and implementation while ensuring alignment with STRIDES’ objectives to strengthen infectious disease detection, surveillance, and response systems. The Project Manager will work closely with technical teams, sub-award partners, and relevant government and stakeholder counterparts to ensure integrated, high-quality, and timely delivery of project outcomes. Key functions include supporting the implementation of work plans and deliverables, managing risk and compliance, monitoring progress against performance indicators, and facilitating effective communication among stakeholders. The Project Manager will also promote learning, documentation of best practices, and continuous improvement in program implementation, playing a central role in advancing the country’s global health security agenda.
Duties and Responsibilities: The Project Manager will coordinate and ensure the development and implementation of subcontractor activities from initiation to completion based on established project scope, goals, and deliverables. Responsibilities include supporting the implementation of the project workplan, ensuring overall progress, and documenting and reporting on project activities. The Project Manager will lead communications with partners and subcontractors, ensuring alignment and addressing any concerns. They will coordinate team members to meet project objectives and deliverables, fostering a collaborative work environment. Additionally, the Project Manager will provide guidance and monitoring for project staff and subcontractors, develop best practices and tools for project execution, evaluate the progress of planned activities, and build partnerships vital to the project's success. They will manage budgets, operational aspects of program activities, and ensure compliance with policies and procedures. The Project Manager will also proactively identify potential risks and develop mitigation strategies, establish communication schedules for stakeholder updates, and oversee the execution of sub-awards and consultants, ensuring all agreements align with project goals and donor requirements.
Required Qualifications: Candidates must possess a Master’s degree (or equivalent) in Public Health, Epidemiology, Health Administration, Project Management, International Development, or a related field. Professional training or certification in Project Management (e.g., PMP, PRINCE2) is an added advantage. The position typically requires a minimum of 7+ years of relevant experience with project management principles and practices, including at least 2+ years of line management experience. Candidates should have experience managing staff, subcontractors, and consultants, with strong networking and team mobilization skills. Prior work experience in a non-governmental organization (NGO), government agency, or private organization, particularly managing United States government (USG) funded awards, is essential. Familiarity with USG rules and regulations is also required.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Public Health, Epidemiology, Health Administration, Project Management, or International Development. Additional certifications in project management methodologies will be considered a plus, enhancing the candidate's qualifications for the role.
Experience: The position requires a minimum of 7+ years of relevant experience in project management, with at least 2+ years in a line management role. Candidates should have a proven track record of managing complex projects, particularly those funded by the US government, and experience in a non-governmental organization or similar environment is preferred. Familiarity with project management principles and practices is essential, along with the ability to work independently and manage multiple stakeholders effectively.
Languages: Excellent oral and written communication skills in English are mandatory, with proficiency in Nepali being a plus. Candidates should possess strong documentation skills and the ability to communicate effectively with diverse stakeholders.
Additional Notes: This position is based in Manila, Philippines, and may require domestic travel of at least 10%. The working conditions are typical of an office environment, with the ability to spend long hours looking at a computer screen and performing repetitive tasks. The role may involve lifting or moving light objects (up to 5 lbs).
