Job Overview: The Director General will play a pivotal role in the Independent Evaluation Department (IED) of ADB, leading the evaluation function to enhance the effectiveness of ADB's operations and policies. This position requires a strategic leader who can independently assess ADB's progress towards its mission and ensure that evaluation informs ADB's strategy and operations. The Director General will oversee the planning, implementation, and supervision of the department's vision, goals, and work plans, ensuring high-quality evaluations that contribute to ADB's development effectiveness. Duties and Responsibilities: The Director General will be responsible for leading and managing the IED, ensuring it operates as an effective and independent evaluation function. Key responsibilities include developing and implementing operational policies and strategies, managing personnel and budget, ensuring high-quality professional work, formulating a rolling 3-year work program, monitoring and reporting on evaluation findings, engaging stakeholders, promoting evaluation-based dialogue, and fostering a culture of evaluation within ADB. The Director General will also establish partnerships with other evaluation and development partners, manage independent evaluation activities, and oversee department operations, ensuring coordination with other ADB departments and stakeholders. Additionally, the Director General will be responsible for staff supervision, recruitment, and performance management, ensuring a respectful and productive working environment.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in relevant fields such as Economics, Finance, Engineering, Business Administration, Evaluation, or Social Sciences. Alternatively, a university degree with at least 10 years of specialized experience may be considered. A minimum of 20 years of relevant professional experience is required, with substantial international development experience across multiple countries, particularly in developing nations. Candidates should demonstrate independence of thought, high professional integrity, strong analytical skills, and respect from peers. Proven leadership skills, the ability to develop vision and strategies for evaluation, and excellent communication skills in English are essential. Familiarity with the work of other international financial assistance providers is beneficial.
