Job Overview:
As a Procurement Analyst at ADB, you will play a crucial role in the Procurement Division within the Procurement, Portfolio and Financial Management Department (PPFD). Your primary responsibility will be to work closely with the PPFD Procurement Team and engage with various stakeholders, including ADB staff, executing and implementing agencies (EA/IAs), and consultants. You will be tasked with facilitating the successful formulation, processing, administration, and monitoring of ADB-financed projects, which include loans, grants, and technical assistance (TA) projects. Your expertise in procurement will be essential in reviewing procurement transactions, ensuring compliance with ADB policies, and providing guidance on procurement documentation. You will also support consultant recruitment and contribute to procurement planning and strategic initiatives, making a significant impact on ADB's mission to foster prosperity in Asia.

Duties and Responsibilities:
The duties and responsibilities of the Procurement Analyst include: serving as a procurement expert within the PPFD team; reviewing procurement transactions for goods, works, nonconsulting, and consulting services; advising on compliance of procurement documents with ADB Procurement Policy and Procurement Directives; reviewing procurement aspects of project documents and preparing relevant sections of the electronic procurement approval form (ePAF); supporting EA/IAs in preparing procurement documentation; assisting ADB departments in processing procurement activities for TA projects; supporting consultant recruitment, including terms of reference preparation and handling tender queries; participating in Consultants Selection Committee evaluations; evaluating financial proposals; supporting negotiations and preparing final contracts; providing guidance for recruiting individual consultants; contributing to procurement planning and mission participation; identifying and managing complex procurement issues; and contributing to PPFD corporate and knowledge initiatives, including training delivery and policy development.

Required Qualifications:
To qualify for the Procurement Analyst position, candidates must possess a Bachelor's degree in engineering, law, business administration, or a related discipline. Additionally, candidates should have at least 5 years of relevant experience in consultant recruitment, project processing, and implementation, with a strong background in project procurement and contract management. Familiarity with ADB or similar multilateral development bank's procurement policies, regulations, guidelines, and procedures is essential, along with knowledge of anticorruption and safeguards policies. Candidates should demonstrate the ability to manage priorities and workload effectively, possess strong conceptual skills, and have experience working collaboratively as part of a team. Proficiency in written and verbal English, including report-writing skills, is also required.

Educational Background:
Candidates must hold a Bachelor's degree in a relevant field such as engineering, law, business administration, or a related discipline. This educational background is essential to ensure that candidates have the foundational knowledge necessary to perform the duties of a Procurement Analyst effectively.

Experience:
Candidates should have a minimum of 5 years of relevant experience in areas such as consultant recruitment, project processing, and implementation. This experience should include a strong focus on project procurement and contract management, ideally within the context of ADB or similar multilateral development banks. Candidates should also have experience managing priorities and workloads within a structured work environment, demonstrating their ability to handle complex procurement tasks effectively.

Languages:
Proficiency in English is mandatory for this position, with strong written and verbal communication skills required, including the ability to write reports. While English is the primary language of communication, knowledge of additional languages may be considered an asset but is not mandatory.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years, conversion to a regular appointment, or termination at the end of the initial period based on ADB's needs and the employee's performance.
