Job Overview: The position of IC - Senior International Expert is focused on supporting the implementation of the validation of the Non-Formal and Informal Learning System in Albania. The expert will be responsible for providing strategic guidance and technical expertise to ensure that the validation process aligns with international standards and best practices. This role requires a deep understanding of educational frameworks and validation processes, as well as the ability to engage with various stakeholders, including government agencies, educational institutions, and civil society organizations. The expert will also be expected to contribute to the development of policies and frameworks that facilitate the recognition of non-formal and informal learning, thereby enhancing the educational landscape in Albania. The successful candidate will play a crucial role in fostering collaboration among stakeholders and ensuring that the validation process is inclusive and effective.
Duties and Responsibilities: The Senior International Expert will have a comprehensive set of responsibilities, including but not limited to:
Conducting a thorough analysis of the current Non-Formal and Informal Learning System in Albania to identify gaps and areas for improvement.
Developing a strategic plan for the validation process that incorporates stakeholder input and aligns with national educational policies.
Providing technical assistance and training to local experts and stakeholders involved in the validation process.
Facilitating workshops and meetings to promote understanding and engagement among stakeholders regarding the validation of non-formal and informal learning.
Preparing detailed reports and documentation outlining the progress of the validation process and recommendations for future actions.
Collaborating with UNDP and other partners to ensure that the validation process is integrated into broader educational reforms in Albania.
Monitoring and evaluating the effectiveness of the validation process and making necessary adjustments based on feedback and outcomes.
Required Qualifications: Candidates must possess a strong set of qualifications, including:
A proven track record of working in educational policy development, particularly in the area of non-formal and informal learning.
Extensive knowledge of international standards and best practices related to the validation of learning outcomes.
Strong analytical and problem-solving skills, with the ability to assess complex educational systems and propose effective solutions.
Excellent communication and interpersonal skills, with the ability to engage and collaborate with diverse stakeholders.
Proficiency in project management, including the ability to plan, implement, and evaluate educational initiatives.
Educational Background: The ideal candidate should have a minimum of a Master's degree in Education, Social Sciences, or a related field. A PhD in a relevant discipline would be an advantage. Additionally, specialized training or certifications related to non-formal and informal learning validation processes would be beneficial.
Experience: Candidates should have at least 10 years of relevant professional experience in the field of education, with a focus on non-formal and informal learning systems. Experience working with international organizations, particularly in the context of UNDP or similar agencies, is highly desirable. Proven experience in leading educational reform initiatives and engaging with government and non-government stakeholders is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Albanian or other local languages would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the validation process.
Additional Notes: This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The position is expected to be full-time, with a commitment to delivering high-quality outputs within the stipulated timeline. The expert will be required to work closely with the UNDP team and other partners in Albania, and may involve travel within the country to engage with various stakeholders. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
