Job Overview: The Senior Operations Specialist position is a critical role within the Operations Coordination Unit (PAOC) of the Pacific Department (PARD) at ADB. This position is responsible for leading knowledge and capacity-building activities, coordinating with various teams, and overseeing junior team members. The role involves supporting the formulation of country partnership strategies, ensuring quality assurance of projects, and managing the overall portfolio and results for ADB's operations in the Pacific region. The Senior Operations Specialist will also be tasked with guiding knowledge management initiatives, contributing to capacity development programs, and ensuring effective communication strategies for ADB-financed projects. This position requires a proactive approach to managing diverse teams and stakeholders, ensuring that ADB's mission of fostering prosperity in Asia is achieved through effective operational strategies.
Duties and Responsibilities: As a Senior Operations Specialist, your duties will include leading corporate knowledge management initiatives, guiding knowledge capturing activities, coordinating knowledge activities across sector and thematic teams, and contributing to capacity development programs for Pacific developing member countries (DMCs). You will also be responsible for leading the coordination with the Department of Communications and Knowledge Management, implementing stakeholder communication mechanisms for ADB projects, processing technical assistance for innovative knowledge initiatives, preparing strategic briefs for management, and supervising assigned staff while providing performance feedback. Additionally, you will support the formulation of country partnership strategies and ensure operational quality assurance by reviewing operational documents and providing necessary inputs for projects and programs.
Required Qualifications: To qualify for this position, candidates must possess a Master's degree or equivalent in social sciences, law, economics, business administration, communications, or related fields. Alternatively, a university degree in related fields with at least 5 years of specialized experience relevant to the position may be considered. Candidates should have a minimum of 10 years of work experience in institutional development, particularly with international development or government institutions. Experience in the Pacific countries is highly regarded, along with a proven track record in knowledge and capacity-building activities. Familiarity with programming and quality assurance processes is essential, as is the ability to manage diverse teams and challenging clients effectively. Proficiency in both verbal and written English is mandatory, ensuring well-structured documentation and communication.
Educational Background: Candidates are required to have a Master's degree or equivalent in relevant fields such as social sciences, law, economics, business administration, or communications. A university degree in related fields may be acceptable if accompanied by significant specialized experience. The educational background should reflect a strong foundation in areas pertinent to the responsibilities of the Senior Operations Specialist role, emphasizing analytical and strategic thinking skills.

Additional Notes: This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment based on performance and organizational needs.
