Job Overview: The Finance and Project Monitoring Officer will play a crucial role in supporting the IOM Development Fund's operations. This position involves monitoring and analyzing financial expenditures of active projects, ensuring that they align with the approved budgets. The officer will coordinate with various IOM missions to provide project status updates and preliminary financial analyses. This role requires a proactive approach to tracking issues and recommending escalations when necessary. The officer will also be responsible for reviewing budget and financial reports during project revisions and extension requests, ensuring compliance with IOM Development Fund standards. Additionally, the officer will generate statistical reports and maintain documentation in the IOM Development Fund's systems, contributing to the overall efficiency and effectiveness of project management.
Duties and Responsibilities:
Monitor and analyze financial expenditures of all IOM Development Fund active projects against budget.
Coordinate with implementing IOM missions to provide project status updates and preliminary financial analyses.
Assist in tracking and following up on issues related to project finances, recommending escalations as necessary.
Conduct initial reviews of budget and financial reports during project budget revisions and extension requests.
Review donor financial reports and coordinate with missions to finalize reports for IOM Development Fund projects.
Review project documents and coordinate with relevant units on project activation requests.
Generate and create statistical reports using PRISM and access database for various stakeholders.
Update and maintain IDF documents in the IOM Development Fund PRIMA system.
Provide assistance to missions and other units on IOM Development Fund PRIMA and PRIMA FOR ALL. 1
Coordinate with the PRIMA development team on system enhancements and issues. 1
Upload documents and information on the IOM Development Fund intranet site. 1
Prepare and coordinate with missions to inform Permanent Missions of newly approved projects. 1
Assist in monitoring and following up on the Results Monitoring Plan. 1
Monitor ex-post project evaluations, establish WBS codes, and process evaluation budget entries. 1
Upload completed project evaluation reports in the designated folders. 1
Perform other duties as assigned.
Required Qualifications:
University degree in Accounting, Finance, or a related field from an accredited institution, with three (3) years of relevant professional experience in management reporting, budgeting, and analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis.
Completed High School degree from an accredited institution, with five (5) years of relevant professional experience.
Certification as a Certified Public Accountant (CPA) or Chartered Accountant is an advantage.
Strong analytical skills and attention to detail are required.
Educational Background: Candidates must possess a university degree in Accounting, Finance, or a related field from an accredited academic institution. Alternatively, a completed High School degree with extensive relevant experience is acceptable. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received quality education that meets international standards.
Experience: The position requires professional experience in database management, project monitoring, and administrative and finance functions. Candidates should have a proven track record of managing financial data and supporting project operations effectively. Experience in a similar role within an international organization or a non-profit sector is highly desirable, as it demonstrates familiarity with the complexities of managing funds and projects in a global context.
Languages: Fluency in English is mandatory, as it is the working language of the IOM. Knowledge of additional languages, particularly those relevant to the regions where IOM operates, is considered an asset and may enhance a candidate's profile.
