Job Overview: The Chief of Party (COP) will play a pivotal role in providing strategic, managerial, and technical leadership for the project. This position entails overseeing all aspects of project implementation, ensuring high-quality program delivery, and managing personnel and financial resources effectively. The COP will maintain close coordination with the U.S. Department of State and other stakeholders, ensuring that project interventions lead to measurable impacts. Responsibilities include timely execution of project activities, monitoring and reporting, and serving as the principal liaison with various stakeholders including the Government of Vietnam and FHI 360 Headquarters. The COP will also ensure compliance with FHI 360 policies and U.S. Government regulations, while monitoring the quality of program implementation by sub-awardees.
Duties and Responsibilities: The COP will lead the project team in both technical and operational aspects, ensuring clarity in planning and implementation. Key responsibilities include providing overall project leadership, managing technical direction, and ensuring compliance with U.S. Government regulations and FHI 360 policies. The COP will liaise with the U.S. Department of State, National TB Program, local government institutions, and other partners to achieve project goals. They will prepare project deliverables such as annual work-plans, reports, and communication materials, ensuring adherence to donor deadlines and branding guidelines. Financial oversight of the project budget is also a critical responsibility, along with collaborating with FHI 360's compliance team to ensure all consortium members adhere to contractual rules. The COP will lead a team of senior technical and project staff, maintaining clear communication and roles, and will document project methodologies and outcomes while representing the project at various forums.
Required Qualifications: Candidates must possess a Bachelor’s degree in Public Health, Health Administration, Management, Social Work, or a relevant field, with a Master's degree preferred. A minimum of 10 years of project management experience is required, including at least 5 years in health system strengthening and HIV/TB sustainability in Vietnam. Candidates should have prior experience managing high-volume U.S. Government-funded projects and a profound understanding of Vietnam's health systems and related laws. Strong critical thinking and problem-solving skills are essential, along with excellent oral and written communication skills in both Vietnamese and English.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as Public Health, Health Administration, Management, or Social Work. A Master's degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in health systems and project management.
