Job Overview:
The Frontend Development Analyst will play a crucial role in the project 'Promoting Rural Agriculture Development and Quality Employment for the Most Vulnerable' (EMAG), which is financed by the European Union and implemented by UNDP. This position focuses on enhancing the user interface of the digital National Farmers Registry (dNFR) to ensure compliance with the Unified Design Model (MUD) established by the Electronic Governance Agency. The Developer will analyze the existing frontend, identify gaps, and implement necessary updates to ensure a consistent and accessible user experience. The role requires collaboration with various stakeholders, including the Ministry of Agriculture and Food Industry and the Moldova Electronic Governance Agency, to confirm requirements and validate deliverables. The Developer will be responsible for the entire implementation cycle, including mapping and refactoring screens, applying UI components, ensuring responsive design, and maintaining technical documentation. This position is integral to advancing agricultural modernization and digital governance in Moldova, contributing to the country's broader reform agenda and EU alignment.

Duties and Responsibilities:
The Frontend Development Analyst will be responsible for a comprehensive set of duties, including:
  • Implementing frontend components for the dNFR informational system, ensuring alignment with the Unified Design Model (MUD).
  • Developing responsive web components using modern front-end frameworks, ensuring compatibility with both desktop and mobile devices.
  • Creating user interface elements such as grids, forms, and search functionalities, while handling client-side validation and error management.
  • Integrating with back-end APIs for data management and ensuring security" style="border-bottom: 1px dotted #007bff !important;">security best practices.
  • Conducting unit testing and debugging, ensuring cross-browser compatibility.
  • Collaborating on version control and participating in code reviews.
  • Documenting compliance with accessibility and usability requirements.
  • Maintaining a reusable UI component inventory and preparing technical documentation for frontend updates.
  • Contributing to the preparation of Terms of Reference for procurement of development services. 1
  • Reviewing and validating frontend specifications to ensure technical feasibility and compliance with system architecture. 1
  • Supporting change management processes and addressing user feedback and bug reports. 1
  • Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree in Computer Science, Engineering, or related fields. Alternatively, a first-level university degree (Bachelor’s degree) combined with two additional years of qualifying experience will be considered. The position requires a minimum of 2 years of relevant experience for candidates with a Master’s degree or 4 years for those with a Bachelor’s degree, specifically in frontend software development. Candidates should demonstrate experience with modern JavaScript frameworks such as Angular, React, or Vue, and have a strong understanding of UI component libraries and design systems. Proficiency in JavaScript/TypeScript, HTML5, CSS3, and responsive design libraries is essential. Experience with accessibility practices and frontend testing tools is also desirable.

Educational Background:
The educational background required for this position includes an advanced university degree in Computer Science, Engineering, or related fields. A first-level university degree (Bachelor’s degree) in the mentioned areas, combined with relevant experience, will also be considered. Additional training or certification in frontend development, cloud technologies, DevOps, security, or accessibility would be advantageous.

Experience:
The position requires a minimum of 2 years of progressively responsible experience in frontend software development for candidates with a Master’s degree, or 4 years for those with a Bachelor’s degree. Candidates should have a minimum of 2 years of experience working with modern JavaScript frameworks such as Angular, React, or Vue. Experience in digital transformation projects within the public sector or collaboration with governmental institutions is preferred, along with familiarity with accessibility practices and frontend testing.

Languages:
Fluency in English and Romanian is mandatory for this position. Knowledge of one or more minority languages relevant to Moldova, such as Russian, Romani, Gagauzian, Bulgarian, Ukrainian, or sign language, is considered an asset.
