Job Overview: The Transportation Services Manager will be responsible for the effective management of transportation services within the OSCE Mission to Moldova. This role involves overseeing the daily operations of the vehicle fleet, ensuring that all vehicles are maintained in optimal condition, and coordinating the driving schedules for mission drivers. The incumbent will also be tasked with monitoring vehicle usage and fuel consumption, ensuring compliance with organizational policies and local traffic regulations. Duties and Responsibilities: The Transportation Services Manager will have a comprehensive set of responsibilities, including but not limited to: managing the day-to-day maintenance of the vehicle pool, which involves checking essential vehicle components such as oil, water, battery, brakes, and tyres; ensuring timely refueling and arranging for necessary repairs; preparing vehicles for use and managing seasonal changes; ensuring that vehicles are equipped with necessary accessories and maintaining accurate vehicle records; driving OSCE vehicles to transport the Head of Mission and ensuring their safety; implementing and ensuring compliance with OSCE policies and Moldovan traffic rules; conducting driving assessments and providing training to staff; managing vehicle registration and insurance; monitoring vehicle usage and maintenance costs; and supporting budget preparation related to vehicle maintenance and repairs.
Required Qualifications: Candidates must possess completed secondary education, supplemented by training in mechanics. A valid driving license with a minimum category of BC is required, and specialized training in car pool management would be advantageous. Additionally, candidates should have a minimum of four years of experience in transportation and team leadership within a national or international organization, along with skills in minor vehicle repair and maintenance. Experience driving 4x4 vehicles and familiarity with both manual and automatic transmissions is essential. Proficiency in MS Windows applications is required, and candidates must demonstrate good working knowledge of English, as well as knowledge of Russian and Romanian languages. Candidates should also exhibit gender awareness and sensitivity, with the ability to work effectively in a diverse team environment.
Educational Background: The position requires a high school diploma or equivalent (GED), with additional training in mechanics being a significant asset. Candidates with specialized training in vehicle management or related fields will be given preference, as this knowledge is crucial for the effective management of the transportation services.
Experience: The ideal candidate should have at least four years of relevant experience in transportation management, particularly in a leadership role within a national or international context. Experience in vehicle maintenance and minor repairs is also necessary, as well as a proven track record of working effectively in team settings and managing diverse groups of individuals.
Languages: A good working knowledge of English is mandatory for this position, as it is the primary language of communication within the OSCE. Additional Notes: This position is a short-term contract with a monthly remuneration of EUR 660.33, which is exempt from taxation in Moldova. The OSCE provides social benefits, including participation in the Cigna medical insurance scheme. Appointments are typically made at Step 1 of the OSCE salary scale, with the possibility of higher initial appointments based on relevant experience. Candidates should be aware that the OSCE does not reimburse expenses related to interviews, tests, or relocation. The mandatory retirement age for contracted positions is 65 years, and candidates must be aware that OSCE appointments are subject to medical clearance.
