Job Overview:
The Driver position is a crucial role within the Resident Office (RO) team, primarily responsible for the safe and efficient transportation of authorized personnel for official purposes. This role involves driving official vehicles within Chisinau and occasionally to other locations within Moldova and neighboring countries. The Driver is expected to provide clerical support as needed, which may include tasks such as delivering and collecting mail, answering phones, and recording business transactions. The position requires adherence to strict safety protocols and local driving regulations, ensuring that all transport activities are conducted in a professional and responsible manner. The Driver will also be responsible for maintaining the vehicle in a roadworthy condition and ensuring compliance with all relevant laws and regulations.

Duties and Responsibilities:
The Driver will be accountable for the following duties and responsibilities:
  • Safely transport authorized personnel to and from airports, transport hubs, meetings, and appointments for official purposes.
  • Operate the official vehicle safely in all local conditions, employing defensive driving techniques.
  • Adhere to the EBRD's Code of Conduct, Driver Rules of Conduct, and Travel Safety Mandatory Procedures.
  • Comply with local laws and speed limits, ensuring all passengers wear seat belts at all times.
  • Avoid driving under the influence of alcohol or drugs and refrain from using mobile phones while driving, except for hands-free communication.
  • Follow United Nations Department for security" style="border-bottom: 1px dotted #007bff !important;">Security and Safety (UNDSS) procedures for route planning and security management.
  • Ensure the vehicle is in roadworthy condition, clean, and equipped with necessary safety equipment before and after each trip.
  • Provide clerical support as needed, including mail delivery, document collection, and recording business transactions.
  • Maintain accurate records of transport logs, fuel usage, and vehicle maintenance. 1
  • Ensure the vehicle holds valid registration, insurance, and complies with local vehicle testing requirements. 1
  • Maintain a professional appearance and identify alternative routes when necessary. 1
  • Conduct regular vehicle checks as directed.

Required Qualifications:
The ideal candidate for the Driver position should possess the following qualifications:
  • A valid driving license and a proven record of safe driving.
  • Professional driving experience with a thorough understanding of local driving rules and regulations.
  • Familiarity with the city’s roads and the broader road networks in Moldova, with a willingness to drive throughout the country and occasionally to neighboring countries.
  • An Advanced Driving Training Certificate is preferable.
  • Basic skills in minor vehicle repairs and maintenance.
  • Strong interpersonal skills and a commitment to teamwork.
  • Proficiency in English, Romanian, and Russian, both verbal and written.
  • Secondary school education is required.

Educational Background:
Candidates must have completed secondary school education to qualify for the Driver position. This educational background ensures that the individual possesses the necessary foundational knowledge and skills to perform the duties associated with the role effectively.

Experience:
Candidates should have professional driving experience, demonstrating a safe driving record and familiarity with local driving regulations. Experience in providing transportation for official purposes or within an organizational context is advantageous, as it indicates an understanding of the responsibilities and expectations associated with the role.

Languages:
Proficiency in English, Romanian, and Russian is mandatory for this position. This position is offered on a fixed-term contract basis for a duration of 2 years. The role is full-time, with an expectation for employees to work in the office 50% of the time.
