Job Overview: The Health Programme Manager position at UNICEF is pivotal in overseeing the planning, design, implementation, and administration of the Global Fund project within a major health program. This role is guided by the Health Manager P4 and focuses on achieving UNICEF's priorities in health. The manager will be responsible for ensuring that the malaria program is strengthened through effective knowledge management, data collection, and analysis. The position requires a proactive approach to program delivery and management, ensuring compliance with donor requirements and UNICEF policies. The manager will also be involved in monitoring and evaluating program effectiveness, advocating for children's rights, and building local capacities for sustainable health initiatives.
Duties and Responsibilities:
Knowledge Management for Programmes: Strengthen the malaria program through effective data collection, analysis, and reporting. Participate in the Programme Knowledge Network to share lessons learned.
Malaria Programme Delivery and Management: Contribute to the Situation Analysis for program development, administer monitoring systems, and support the preparation of program work plans.
Optimum Use of Programme Funds: Assist in implementing the Global Fund malaria project, manage donor funds, and ensure program efficiency through transparent planning and evaluation.
Programme Monitoring and Evaluations: Conduct field visits to assess program implementation, participate in evaluations, and prepare annual program status reports.
Rights-Based and Results-Based Programme Management: Ensure quality in child rights-based programming through effective planning and implementation.
Rights Perspective and Advocacy: Conduct policy analysis from a children's rights perspective and promote UNICEF's goals through advocacy.
Partnership, Coordination and Collaboration: Develop partnerships with internal and external stakeholders to enhance program effectiveness and data dissemination.
Required Qualifications: An advanced university degree in Social Sciences, International Relations, Public Administration, or a related field is required. A Bachelor's degree with two additional years of relevant experience may be accepted in lieu of an advanced degree. Candidates should possess strong analytical skills, experience in program management, and a commitment to children's rights.
Educational Background: Candidates must have an advanced university degree in relevant fields such as Social Sciences, International Relations, Government, Public Administration, Public Policy, or Social Development. A Bachelor's degree may be accepted with additional relevant experience.
Experience: A minimum of five years of relevant professional work experience is required. Experience in a developing country context is considered an asset, as is familiarity with emergency situations.
Languages: Fluency in English is mandatory. Knowledge of another official UN language, such as Arabic, is considered an advantage.
