Job Overview:
The Associate Financial Management Officer position is a critical role within the Public Financial Management Division (PFFM) of the Procurement, Portfolio and Financial Management Department (PPFD) at ADB. This role is based in the Bangladesh Resident Mission (BRM) in Dhaka and involves providing operational services related to financial management for projects during their processing and implementation phases. The officer will be responsible for conducting financial due diligence, supporting country financial management assessments, and enhancing financial management systems. The position requires collaboration with project teams and executing agencies to ensure compliance with financial covenants and to facilitate effective financial management practices. The officer will also engage in knowledge sharing and capacity building initiatives, contributing to the overall mission of ADB to foster prosperity in Asia.

Duties and Responsibilities:
The duties and responsibilities of the Associate Financial Management Officer include:
  • Providing operational services by reviewing audited project and entity financial statements (APFS and AEFS) for assigned projects, ensuring compliance with ADB's internal review guidelines.
  • Supporting project teams in communicating with executing agencies regarding issues identified in financial statements, including compliance with financial covenants.
  • Analyzing noncompliance issues and summarizing findings in regular reports.
  • Monitoring compliance with financial covenants in legal agreements and coordinating with project teams to ensure adherence.
  • Leading financial due diligence work for project processing, including conducting financial management assessments of executing agencies and identifying measures to address deficiencies.
  • Participating in the preparation of country or regional partnership strategies and governance risk assessments.
  • Contributing to internal and external training and knowledge-building activities related to financial management.
  • Performing other tasks as assigned in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in Accounting, Finance, or a related field, preferably with advanced training. A professional accounting qualification (e.g., CPA, CA) from an internationally recognized institution is required, and a CFA qualification is considered an advantage. Candidates should have at least 5 years of relevant professional experience in financial management within the private or public sector, including experience in accounting, budgeting, and auditing. Knowledge of investment project appraisal and financial institutions' appraisal processes is advantageous. Candidates must demonstrate advanced knowledge of financial management principles, including International Financial Reporting Standards and auditing standards, as well as experience in advising clients on financial management systems. Strong analytical, organizational, and communication skills are essential, along with proficiency in MS Office applications and database management tools.

Educational Background:
The educational background required for this position includes a Bachelor's degree in Accounting, Finance, or a related field. Advanced training in financial management or a related discipline is preferred. Professional qualifications such as CPA, CA, or CFA are highly desirable and indicate a higher level of expertise in the field.

Experience:
The position requires a minimum of 5 years of relevant professional experience in financial management, which can be gained through roles in either the private or public sectors. Experience should encompass areas such as accounting, budgeting, auditing, and investment project appraisal. Familiarity with the appraisal processes of financial institutions, particularly multilateral development banks, is an advantage and will enhance the candidate's suitability for the role.

Languages:
Proficiency in English is mandatory, with a strong ability to express ideas clearly in both spoken and written formats. Excellent report-writing skills are essential, as the role involves synthesizing information into coherent concepts and strategies. This position is a local staff appointment, open only to nationals and permanent residents of Bangladesh. It is a fixed-term appointment with the possibility of renewal for an initial period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first.
