Job Overview:
The National Consultant will play a crucial role in supporting UN Women and the government of Ukraine in developing a comprehensive framework for gender data. This position involves providing expert technical support to harmonize existing gender statistics and create a master dataset that aligns with international standards. The consultant will work closely with various stakeholders, including government authorities and civil society organizations, to ensure that the data collected is relevant, accurate, and useful for policy-making and monitoring gender equality initiatives. The consultant will be responsible for conducting an inventory of existing datasets, developing a taxonomy for gender indicators, and standardizing data formats to facilitate analysis and reporting. This role is essential for advancing gender equality in Ukraine and ensuring that gender-related data is effectively utilized in decision-making processes.

Duties and Responsibilities:
The National Consultant's responsibilities include conducting an inventory of sector-specific gender-related datasets, documenting data coverage and quality, identifying gaps and inconsistencies, and matching data sources with program priorities. The consultant will develop a hierarchical grouping structure for gender indicators, create an indicator catalogue with metadata, and standardize available datasets. Additionally, the consultant will prepare sector-specific summary tables and visualizations, develop user documentation, and conduct training sessions for program staff. The consultant will also be responsible for submitting reports in English and providing supporting documents in both English and Ukrainian. The key outputs of this consultancy will include a database file with metadata, a document with indicators taxonomy, an analysis-ready dataset, and training materials for stakeholders.

Required Qualifications:
Candidates must possess an advanced (Master's) degree in statistics, data science, gender studies, or a related field. A minimum of two years of relevant work experience in statistics, human rights, gender equality, or governance is required. Proven experience with gender statistics, SDG indicators, and international gender frameworks is essential. Strong data analysis skills, experience with data processing tools such as Excel and Power BI, and a solid understanding of data ethics are necessary. Experience working with UN Women or other UN agencies is considered an asset, as is experience in coordinating meetings and consultations with government authorities.

Educational Background:
The position requires an advanced (Master's) degree in a relevant field such as statistics, data science, gender studies, or a related discipline. This educational background is crucial for understanding the complexities of gender data and its implications for policy-making and program implementation.

Experience:
Candidates should have at least two years of relevant work experience following their Master's degree. This experience should be in fields related to statistics, human rights, gender equality, governance, or public administration. Proven experience in gender data analysis and harmonization is essential, along with strong skills in data processing and analysis tools.

Languages:
Fluency in both verbal and written English and Ukrainian is mandatory for this position. Knowledge of any other UN official language is considered an asset, as it may enhance communication with diverse stakeholders and facilitate collaboration on international projects.

Additional Notes:
This consultancy is based in Kyiv and is a partial office-based position. The consultant will work under the guidance of the UN Women Representative in Ukraine and will report directly to the Programme Specialist. The role involves collaboration with various government institutions and stakeholders, and all reports must be submitted in English, while supporting documents can be in Ukrainian.
