Job Overview:
The Principal Governance & Strategy Expert will play a crucial role in providing strategic guidance and governance expertise to the Strategic Integration Unit (SIU) within UNDP Pakistan. This position is designed for an individual contractor who will be responsible for enhancing governance frameworks and strategies that align with UNDP's mission and objectives in Pakistan. The expert will work closely with various stakeholders, including government entities, civil society organizations, and international partners, to ensure effective implementation of governance initiatives. The role requires a deep understanding of governance issues, policy development, and strategic planning, as well as the ability to analyze complex situations and propose actionable solutions. The expert will also be expected to contribute to capacity building efforts and knowledge sharing within the organization and among partners.

Duties and Responsibilities:
The Principal Governance & Strategy Expert will be responsible for the following duties and responsibilities:
  • Conduct comprehensive assessments of governance frameworks and identify areas for improvement.
  • Develop and implement strategic plans that enhance governance practices in line with UNDP's objectives.
  • Collaborate with government agencies and stakeholders to promote effective governance policies and practices.
  • Provide technical assistance and advisory services to strengthen institutional capacities in governance.
  • Facilitate workshops, training sessions, and knowledge-sharing events to disseminate best practices in governance.
  • Monitor and evaluate the impact of governance initiatives and provide recommendations for adjustments as necessary.
  • Prepare reports and presentations for stakeholders, summarizing findings and progress on governance projects.
  • Engage in advocacy efforts to promote governance reforms and enhance public accountability.

Required Qualifications:
Candidates must possess a strong background in governance, public policy, or a related field. A proven track record of working with governmental and non-governmental organizations on governance issues is essential. The ideal candidate should have excellent analytical and problem-solving skills, as well as the ability to communicate effectively with diverse audiences. Strong interpersonal skills and the ability to work collaboratively in a team environment are also required. Familiarity with UNDP's mission and governance frameworks is highly desirable.

Educational Background:
A Master's degree in Governance, Public Administration, Political Science, or a related field is required. A Ph.D. in a relevant discipline would be an advantage. Candidates should have a solid understanding of governance theories, practices, and frameworks, as well as experience in policy analysis and strategic planning.

Experience:
Candidates should have a minimum of 10 years of relevant professional experience in governance, public policy, or a related field. Experience working with international organizations, particularly in the context of development assistance, is highly desirable. Proven experience in managing complex projects and leading teams is also required.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of governance initiatives.

Additional Notes:
The contract duration for this position is 180 working days, spread over a period of 12 months. This is a full-time position, and the selected candidate will be expected to work closely with the UNDP team in Islamabad. The position is open to both national and international candidates, and compensation will be commensurate with experience and qualifications.
