Job Overview: The position of Key Expert – Strategy, Foresight & Policy Analysis within the Strategic Integration Unit is designed to provide high-level expertise in strategic planning, foresight, and policy analysis. The expert will be responsible for developing and implementing strategies that align with UNDP's mission and objectives in Pakistan. This role requires a deep understanding of the socio-economic landscape of the country and the ability to anticipate future trends and challenges. The expert will work closely with various stakeholders, including government agencies, civil society, and international partners, to ensure that policies are informed by evidence and best practices. The position also involves conducting research, analyzing data, and providing recommendations to enhance the effectiveness of UNDP's programs and initiatives.
Duties and Responsibilities: The Key Expert will be responsible for a range of duties, including but not limited to:
Conducting comprehensive analyses of current policies and strategies to identify gaps and opportunities for improvement.
Developing foresight methodologies to anticipate future trends and challenges that may impact UNDP's work in Pakistan.
Collaborating with stakeholders to design and implement strategic initiatives that promote sustainable development.
Preparing detailed reports and presentations to communicate findings and recommendations to senior management and partners.
Facilitating workshops and training sessions to build capacity among local stakeholders in strategic planning and policy analysis.
Monitoring and evaluating the impact of implemented strategies and providing feedback for continuous improvement.
Engaging in knowledge sharing and networking with other experts and organizations to foster collaboration and innovation.
Required Qualifications: Candidates must possess a strong background in strategic planning, foresight, and policy analysis. A proven track record of working in development contexts, particularly in relation to UNDP's mission, is essential. The ideal candidate should demonstrate excellent analytical and problem-solving skills, with the ability to synthesize complex information into actionable insights. Strong communication and interpersonal skills are required to effectively engage with diverse stakeholders. Additionally, candidates should have experience in project management and the ability to work independently as well as part of a team.
Educational Background: A Master's degree or higher in a relevant field such as public policy, international relations, development studies, or a related discipline is required. Advanced training or certifications in strategic planning or foresight methodologies will be considered an asset. Candidates with a strong academic background and relevant publications will be given preference.
Experience: A minimum of 10 years of professional experience in strategic planning, policy analysis, or related fields is required. Experience working with international organizations, particularly in the context of development projects, is highly desirable. Candidates should have a demonstrated ability to lead complex projects and work effectively in multicultural environments. Previous experience in Pakistan or similar contexts will be an advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages will be considered a strong asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.
Additional Notes: The contract duration for this position is 180 working days, spread over a period of 12 months. This is a full-time position, and the expert will be expected to work closely with the UNDP team in Islamabad. The role may involve travel within Pakistan to engage with various stakeholders. Compensation and benefits will be commensurate with experience and in accordance with UNDP policies. The position is open to both national and international candidates.
