Job Overview:
The Project Director will lead the EpiC project, a significant global health initiative funded by the President’s Emergency Plan for AIDS Relief (PEPFAR) and the United States Government (USG). This role is crucial in enhancing global health priorities in Jamaica, particularly in strengthening global health security" style="border-bottom: 1px dotted #007bff !important;">security (GHS) capacity and systems. The Project Director will be responsible for the overall management of the project, including technical and financial oversight, personnel management, and ensuring compliance with applicable regulations. This position requires a strategic leader who can effectively coordinate with various stakeholders, including government counterparts and implementing partners, to achieve the project's objectives. The Project Director will also oversee the development and implementation of annual work plans, monitoring and evaluation activities, and ensure timely delivery of high-quality reports and deliverables.

Duties and Responsibilities:
The Project Director's responsibilities include providing technical and managerial leadership for the EpiC project, ensuring compliance with rules and regulations, and coordinating the implementation of activities to meet project goals. The Director will establish work plans and standard operating procedures (SOPs), manage technical and operational staff, and create a safe and equitable work environment. They will maintain relationships with national and local government counterparts and multisectoral partners, serve as the primary point of contact for in-country partners, and lead the team in defining and adjusting technical work plans and budgets. The Director will also be responsible for onboarding new staff, supporting their professional development, and ensuring adherence to organizational values and quality standards.

Required Qualifications:
Candidates must possess strong expertise in public health technical and programmatic areas, particularly in diagnostics, surveillance, and infection prevention. A comprehensive understanding of project management principles and familiarity with international Global Health Security frameworks is highly preferred. Excellent project management skills, including the ability to develop annual work plans and oversee monitoring and evaluation plans, are essential. Candidates should demonstrate strong communication, negotiation, and collaboration skills, with prior experience in developing partnerships with government and implementing partners being highly desirable. Leadership experience in managing staff within a matrixed organization is also required.

Educational Background:
A Bachelor’s degree or its international equivalent in public health or a related health field is required. A Master’s degree or Doctor of Medicine (MD) is preferred, along with project management certification. Candidates should have a strong educational background that supports the functions of the position and demonstrates a commitment to public health.

Experience:
Candidates should have at least 10 years of relevant experience, with a strong emphasis on public health and project management principles. This includes a minimum of 5 years of experience managing staff. Proficiency with Department of State or other donor regulations is necessary, along with demonstrated knowledge and experience in managing human and/or animal health projects. Experience in Global Health Security and/or maternal, neonatal, and child health (MNCH) projects is preferred, as well as experience working in complex, multidisciplinary environments. Candidates should also have experience in mentoring staff and building local capacity.

Languages:
Professional proficiency in English (reading, writing, speaking) is required. Knowledge of additional languages may be beneficial but is not mandatory for this position.

Additional Notes:
This position is open to Jamaican nationals and involves a typical office environment with some travel requirements (10-25%, mostly domestic).
