Job Overview: The National Project Campaign Developer/Videographer/Graphic Design Associate will play a pivotal role in the Dalan ba Digital initiative, which is part of the broader Dalan Digital Project aimed at enhancing digital governance in Timor-Leste. This position is designed to lead the design, planning, and implementation of communication activities that promote digital transformation, digital literacy, gender equality, and inclusive governance. The successful candidate will work collaboratively with program teams, institutional partners, and community stakeholders to ensure effective outreach and engagement. The role requires a strategic mindset to develop communication plans that align with national priorities and resonate with diverse audiences, particularly youth, women, and rural communities. The position also involves creating multimedia content that is accessible and engaging, thereby fostering a digitally empowered society where citizens can easily access public services.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks including: 1) Developing and implementing strategic communication plans that align with the Dalan ba Digital programme objectives; 2) Creating and managing multimedia campaign content, including videos, infographics, and social media posts; 3) Promoting digital literacy through awareness campaigns and educational content; 4) Coordinating public outreach and events to disseminate campaign messages; 5) Integrating gender and social inclusion in all communications; 6) Maintaining partnerships and institutional engagement with various stakeholders; 7) Monitoring, evaluating, and reporting on communication activities; 8) Supporting knowledge building and sharing within the organization. The role requires a proactive approach to ensure the campaign's visibility and impact, as well as the ability to adapt to changing circumstances and feedback.
Required Qualifications: Candidates must possess secondary education as a minimum requirement. A university degree in Communications, Graphic Design, Media Studies, Marketing, or a related field is preferred but not mandatory. The role demands proficiency in graphic design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign) or Canva, along with experience in developing visual assets for campaigns across digital and print platforms. Strong organizational and time management skills are essential to meet tight deadlines, and candidates should demonstrate the ability to conceptualize creative ideas and translate them into high-quality visuals. Familiarity with social media formats and visual storytelling techniques is also required.
Educational Background: The educational background required for this position includes at least secondary education, with a preference for candidates holding a Bachelor’s degree in relevant fields such as Communications, Graphic Design, Media Studies, or Marketing. While a degree is not mandatory, it is considered an asset that may enhance a candidate's application.
Experience: Candidates should have a minimum of 6 years of relevant experience in graphic design, visual communication, public campaigns, or creative content production if they possess a high school diploma. Alternatively, those with a Bachelor’s degree are required to have at least 3 years of relevant experience. This experience should include proficiency in graphic design and the ability to produce high-quality visual content for various platforms.
Languages: Fluency in English and Tetum (both written and spoken) is mandatory for this position. A working knowledge of Portuguese is highly desirable, as it would enhance communication with a broader audience and facilitate engagement with diverse community stakeholders.
