Job Overview:
The Resources Management Officer will play a crucial role in overseeing the financial, human resources, and administrative functions of the Timor-Leste Country Office. This position requires close collaboration with various departments, including the Head of Resources Management in Canberra and the Senior Regional Resources Management Officer in Bangkok. The officer will be responsible for managing the budgetary processes, ensuring financial accountability, and supporting the monitoring of financial management for all activities within the Country Office. The role also involves facilitating treasury management, preparing financial reviews, and assisting in the annual budget preparation. The officer will be expected to maintain internal controls to safeguard the organization's assets and prevent fraud, while also managing human resources functions and overseeing supply chain services. Participation in UN meetings and other duties as assigned will also be part of the responsibilities.

Duties and Responsibilities:
  • Supervise and manage the budgetary, financial, human resources, and administrative functions of the Timor-Leste Country Office.
  • Monitor and oversee financial management for all activities, including reviewing financial expenditures and ensuring accountability.
  • Facilitate treasury management by forecasting cash flows according to Country Office activities and its Sub-Offices.
  • Validate that funding is received and disbursed in accordance with donor agreements.
  • Prepare financial reviews of projects, overseeing budget control processes and analyzing variances between budget and actual expenditures.
  • Assist in annual budget preparation and support the preparation of budgets for new projects and programs.
  • Maintain and strengthen internal controls to safeguard the organization’s assets and prevent fraud.
  • Review payroll versus budgets and validate salary allocations to projects.
  • Draft project and donor financial reports in accordance with IOM regulations. 1
  • Recommend improvements to existing systems and procedures to enhance internal monitoring and efficiency. 1
  • Manage human resources functions, including recruitment and personnel administration. 1
  • Oversee supply chain services, including contracts with suppliers and management of support services. 1
  • Participate in UN meetings as required and perform other duties as assigned.

Required Qualifications:
  • Master’s degree in Finance, Accounting, Business Administration, Management, or a related field from an accredited institution with two years of relevant professional experience; or a University degree in the above fields with four years of relevant professional experience.
  • Professional certification as Chartered Accountant (CA), Certified Public Accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) is an advantage.
  • Experience in financial administration, including management, accounting, and budgeting.
  • Experience in human resources, procurement, and logistics.
  • Familiarity with Enterprise Resource Planning systems.
  • Experience in emergency operations and monitoring and evaluation/audit is an advantage.

Educational Background:
Candidates must possess either a Master’s degree in relevant fields such as Finance, Accounting, Business Administration, or Management, or a University degree in the same fields with additional years of relevant professional experience. The educational background should be from an accredited academic institution, ensuring that candidates have a solid foundation in financial principles and practices.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Master’s degree, or four years for those with a University degree. Experience should encompass all areas of financial administration, including financial management, accounting, and budgeting. Additionally, candidates should have experience in human resources, procurement, and logistics, as well as familiarity with Enterprise Resource Planning systems. Experience in emergency operations and monitoring and evaluation/audit processes is considered an advantage.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of IOM’s official languages, which include French and Spanish, is also beneficial. Additionally, proficiency in Tetun and Portuguese is desirable, as these languages may enhance communication within the local context.

Additional Notes:
This position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Timor-Leste will be eligible for consideration.
