Job Overview:
The National Project Monitoring, Evaluation, and Outreach Associate will play a crucial role in the Dalan ba Digital initiative, which focuses on enhancing digital governance and public service delivery in Timor-Leste. This position is vital for ensuring that the project's objectives are met through effective monitoring and evaluation (M&E) practices, as well as outreach activities that engage various stakeholders, including marginalized communities. The Associate will be responsible for developing and maintaining M&E frameworks, collecting and analyzing data, and reporting on project progress. Additionally, the role involves planning and executing outreach strategies to raise awareness about the initiative, producing communication materials, and ensuring that gender equality and social inclusion are integrated into all activities. The Associate will work closely with government agencies, civil society, and other partners to foster collaboration and strengthen outreach efforts, ultimately contributing to a digitally empowered society in Timor-Leste.

Duties and Responsibilities:
The duties and responsibilities of the National Project Monitoring, Evaluation, and Outreach Associate include: 1) Developing and maintaining M&E frameworks and tools that align with project objectives and national policies. 2) Collecting, analyzing, and reporting data, including conducting data quality checks and preparing timely reports for management and stakeholders. 3) Planning and executing outreach strategies to raise awareness about the Dalan ba Digital initiative among diverse audiences, including youth, women, and rural communities. 4) Producing communication materials such as brochures and social media content, and assisting in organizing community events and media campaigns. 5) Ensuring the integration of gender equality and social inclusion in M&E and outreach activities to effectively reach marginalized groups. 6) Coordinating with stakeholders and partners to enhance data collection and outreach efforts. 7) Monitoring the effectiveness of outreach activities and supporting reporting processes by collecting feedback and contributing to progress reports. 8) Supporting capacity building and facilitating knowledge sharing on monitoring, evaluation, and results-based management within the project team. 9) Performing other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
The required qualifications for the National Project Monitoring, Evaluation, and Outreach Associate position include: 1) Secondary education is required; a university degree (Bachelor’s degree) in Social Sciences, Statistics, Development Studies, Public Administration, or a related field will be given due consideration but is not mandatory. 2) A minimum of 6 years of experience in Monitoring & Evaluation, outreach, project management, or related fields is required for candidates with secondary education, or a minimum of 3 years for those with a Bachelor’s degree. 3) Required skills include experience in data collection, analysis, and reporting, as well as proficiency with M&E tools and methodologies. 4) Experience in gender equality and social inclusion is also essential. Desired skills include experience working with government or development partners, familiarity with digital data management platforms, and experience in training facilitation and capacity-building.

Educational Background:
The educational background needed for this position includes a minimum of secondary education, with a preference for candidates holding a Bachelor’s degree in relevant fields such as Social Sciences, Statistics, Development Studies, or Public Administration.
