Job Overview:
The Resource Mobilization Officer (Flexible Funding and Visibility) will play a crucial role within the Resource Mobilization Division (RMD) of IOM. This position is designed to enhance the organization's ability to secure flexible funding and improve donor visibility. The officer will act as the primary point of entry for flexible funding and donor visibility, working closely with strategic donors. The role involves providing technical and coordination support to the Flexible Funding Unit, which is a cross-organizational team. The officer will contribute to increasing the organization's capacity to negotiate and sustain flexible funding, collaborating with donor focal points in RMD and Country Offices for Partnerships and Advocacy (COPAs). Additionally, the officer will be responsible for developing and implementing a Donor Visibility Strategy in coordination with the Department of Media and Communications Unit (DMC). This includes overseeing key donor visibility efforts for flagship publications and high-level meetings, as well as managing social media content related to donor visibility. The position requires a proactive approach to managing relationships with key donors and supporting the overall resource mobilization efforts of IOM.

Duties and Responsibilities:
  • Act as the RMD point of entry for flexible funding and donor visibility, managing relationships with strategic donors.
  • Provide technical and coordination support to the Flexible Funding Unit, facilitating cross-organizational collaboration.
  • Support initiatives aimed at increasing the organization's ability to negotiate and sustain flexible funding.
  • Contribute to the creation and implementation of a comprehensive Donor Visibility Strategy for IOM.
  • Coordinate and review social media content for the RMD Director and IOM's global accounts, ensuring alignment with donor visibility objectives.
  • Manage key donor visibility efforts for flagship publications and high-level meetings.
  • Perform additional duties as assigned by the Director of RMD, contributing to the overall goals of the division.

Required Qualifications:
Candidates must possess a Master’s degree in International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Candidates should demonstrate strong technical writing and editing skills, particularly in the international development or humanitarian sector, and have knowledge of donor funding mechanisms related to flexible funding. Experience in creating institutional guidance and improvement plans, as well as in donor visibility and storytelling, is essential. Familiarity with resource mobilization and grant management, particularly at the country level, is advantageous.

Educational Background:
The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, International Development, Political or Social Sciences, Migration Studies, Law, or a related discipline from an accredited institution. Alternatively, candidates may hold a University degree in these fields, provided they have additional years of relevant professional experience. This educational foundation is critical for understanding the complexities of migration and resource mobilization in an international context.

Experience:
Candidates should have a minimum of five years of relevant professional experience, particularly in technical writing and editing within the international development or humanitarian sectors. Experience with donor funding mechanisms, especially those related to flexible funding, is crucial. Additionally, candidates should have a proven track record in creating and leading institutional guidance and improvement plans, as well as experience in donor visibility and resource mobilization at the country level. Familiarity with the UN system and experience in international organizations will be beneficial.

Languages:
Fluency in English is required for this position, both oral and written. Candidates must also have a working knowledge of another official UN language, such as Arabic, Chinese, French, Russian, or Spanish, which is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

The position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level, indicating a professional recruiting type.
