Job Overview: The Resources Management Officer position in the IOM Dublin office is a critical role that involves managing various resources management functions. The successful candidate will work under the supervision of the Chief of Mission and the Resources Management Officer, collaborating with relevant units at Headquarters and Administrative Centres. The role requires the extraction and input of data into financial or accounting systems, responding to queries related to accounting and budgets, and assisting in payroll preparation. The officer will also be responsible for reviewing payment requests, creating vendor accounts, verifying vendor requests, and ensuring compliance with IOM finance policies. This position is essential for maintaining the financial integrity of the IOM Dublin office and ensuring that all financial transactions are properly documented and authorized. The officer will also assist in preparing various financial reports and provide support to staff services, ensuring that all accounting documents are systematically filed according to established standards. Duties and Responsibilities: The duties and responsibilities of the Resources Management Officer include:
Extracting and inputting data from various sources into financial or accounting systems.
Responding to accounting, budget, or financial queries from staff within the unit and other departments.
Assisting in payroll preparation by executing validity checks on monthly payroll results.
Reviewing all types of payments, ensuring they are duly authorized and that all supporting documents are attached.
Creating new Vendor Accounts in the PRISM system.
Verifying vendor requests for accuracy and compliance with IOM finance policies.
Performing claim verifications against documentation to ensure proper authorization of purchases/services.
Preparing necessary receipt and journal vouchers.
Assisting in the preparation of budget, accounting, financial, and statistical reports as required. 1
Providing assistance to staff services such as travel, expense claims, and document retrieval. 1
Ensuring proper and systematic filing of all posted payments and accounting documents. 1
Managing the Petty Cash of the office. 1
Performing other related duties as required.
Required Qualifications: The required qualifications for the Resources Management Officer position include:
A High School diploma with four years of relevant experience, or a Bachelor’s degree in Business Administration, Accounting, Finances, or related fields with two years of relevant professional experience.
Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
Previous experience in SAP is considered a distinct advantage.
Attention to detail and the ability to organize paperwork methodically.
Discretion, client-oriented approach, patience, and a willingness to learn new things.
Prior work experience with international humanitarian organizations or government institutions in a multicultural setting is advantageous.
Educational Background: Candidates must possess either a High School diploma with four years of relevant experience or a Bachelor’s degree in Business Administration, Accounting, Finances, or related fields. The educational institutions must be accredited and listed in the UNESCO World Higher Education Database, ensuring that the candidates have received a recognized and quality education relevant to the position.
Experience: The position requires candidates to have a minimum of two years of relevant professional experience if they hold a Bachelor’s degree, or four years of relevant experience if they have a High School diploma. Experience in financial management, accounting, or resource management within international organizations or similar settings is highly desirable. Familiarity with financial software, particularly SAP, is a distinct advantage, as is experience in a multicultural environment.
Languages: Fluency in English is mandatory for this position. Knowledge of any other IOM official language, such as French or Spanish, is considered an advantage. Proficiency in additional languages will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the language requirements effectively.
Additional Notes: The position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Ireland will be considered. Any offer made to the candidate is contingent upon funding confirmation. The selection process may also be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates must also be certified as medically fit for appointment and have their residency, visa, and other authorizations verified by the concerned government, where applicable.
