Job Overview:
The Project Adaptation Planning Officer will play a crucial role in the implementation of the project 'Enabling an Effective National Adaptation Plan (NAP) Process for Tajikistan.' This project aims to address the gaps and barriers in implementing the National Adaptation Plans, aligning with the Government of Tajikistan's vision for climate change adaptation. The officer will be responsible for overseeing the execution of Outcome 2 of the project, which focuses on strengthening governance, coordination, and institutional arrangements for climate change adaptation planning and implementation. The role requires collaboration with various stakeholders, including government agencies, NGOs, and academic institutions, to ensure that adaptation priorities are effectively translated into actionable plans. The officer will also be involved in developing sectoral adaptation plans for vulnerable sectors identified by the government, such as energy, water resources, and agriculture, and will work towards mainstreaming climate change considerations into these sectors.

Duties and Responsibilities:
The Project Adaptation Planning Officer will have a wide range of responsibilities, including:
  • Providing technical support to ensure the achievement of 100% of Outcome 2 Annual Work Plan (AWP) targets, both in terms of results and financial delivery.
  • Coordinating the work of contractors and consultants, ensuring quality and timely delivery of outputs.
  • Maintaining effective communication and cooperation with priority cross-sector agencies and project stakeholders.
  • Developing and tracking the Annual and Detailed Work Plan, procurement plan, and budget expenditure for Outcome
  • Supporting the planning and monitoring of project activities, including the final evaluation.
  • Assisting in the preparation of project reports and communication materials, ensuring they are completed on time and meet quality standards.
  • Facilitating the integration of climate change adaptation into planning and regulatory frameworks of priority sector agencies.
  • Conducting vulnerability assessments and developing adaptation plans for priority sectors.
  • Participating in conferences and meetings as required, and supporting the organization of events related to the project. 1
  • Ensuring that gender-sensitive approaches are incorporated into all project activities and outputs.

Required Qualifications:
The position requires an advanced university degree (Master’s degree or equivalent) in Environment, Development Studies, Natural Resource Management, Social Sciences, or a related field. Alternatively, a first-level university degree (Bachelor's degree) in the mentioned areas with an additional two years of relevant experience will be considered. Candidates should have experience in using office software packages and web-based management systems, as well as skills in designing knowledge management products related to climate change. Experience in coordination, institutional arrangements, and governance in the context of climate change is also desirable.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as Environment, Development Studies, or Natural Resource Management. Those with a Bachelor's degree in these areas must have at least two years of relevant experience to be considered for the position. This educational background is essential to ensure that the officer has the necessary knowledge and skills to effectively contribute to the project.

Experience:
The level of experience required varies based on educational qualifications. Applicants with a Master’s degree are not required to have prior professional work experience, while those with a Bachelor’s degree must have a minimum of two years of relevant experience in areas such as climate change interventions, preferably in adaptation initiatives. Experience in organizing training, workshops, and events related to climate change adaptation is also beneficial.

Languages:
Fluency in English, Russian, and Tajik is mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of project documentation and reports.
