Job Overview:
The Assistant Information Systems Officer position is integral to the Automated System for Customs Data (ASYCUDA) Programme within the Division on Technology and Logistics (DTL) of UNCTAD. The incumbent will work under the supervision of the ASYCUDA Regional Coordinator for Europe and Central Asia. This role involves a variety of responsibilities including preparing user requirements, assisting in the design and development of information systems, and conducting rigorous testing of applications software. The officer will also maintain system documentation, assist in procurement processes, and provide operational support for system applications. The position requires a proactive approach to project management, including developing project plans, schedules, and budgets, as well as ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security and integrity. The officer will also be involved in client relations, advising users on hardware and software, and conducting training sessions. This role is crucial for enhancing the efficiency and effectiveness of customs data management systems.

Duties and Responsibilities:
The duties and responsibilities of the Assistant Information Systems Officer include: participating in the preparation of user requirements and technical specifications; assisting in the design, development, and installation of information systems; analyzing modules within the system and developing enhancements; conducting rigorous testing of applications software; maintaining assigned portions of systems and providing operational support; developing and maintaining project plans, schedules, and budgets; writing programs to interface with existing systems; ensuring data security and integrity; preparing disaster recovery plans; maintaining system documentation; assisting in procurement processes; setting up and monitoring software performance measures; providing Helpdesk support; facilitating communications between ITSD and clients; advising users on hardware and software; drafting training materials and conducting training sessions; assessing and testing new technology; performing ad hoc duties; and contributing to data collection and analysis for decision-making.

Required Qualifications:
The required qualifications for this position include a strong knowledge of programming languages related to customs and international trade digitalization, systems analysis and design techniques, testing, debugging, and documentation standards, as well as database design. The candidate should demonstrate professionalism, teamwork, client orientation, and technological awareness. The ability to analyze and interpret data to support decision-making is also essential. The candidate must show a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
A first-level university degree in computer science, information systems, mathematics, statistics, or a related field is required. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is an advantage and is desirable for this position.

Experience:
Candidates must have a minimum of two years of progressively responsible experience in the planning, design, development, implementation, and maintenance of computer information systems or a related area. This experience requirement is reduced to one year with a second-level university degree (master's or equivalent). Experience in an automated customs environment and in supporting United Nations or similar international organization technical cooperation programs is desirable. Additionally, having one year or more of experience in data analytics or a related area is also considered advantageous.

Languages:
For this position, proficiency in English is required, with a minimum level of UN Level II for reading, writing, listening, and speaking. Additionally, proficiency in Russian and Tajik is required, with varying levels of proficiency as specified in the UN Language Framework.
