Job Overview:
The MHPSS Program Officer will play a crucial role in supporting the Mental Health and Psychosocial Support (MHPSS) department under the supervision of the Program Coordinator and the MHPSS-GP Advisor. The primary focus of this position is to implement programs and activities that require specialized expertise in capacity building. The officer will contribute to integrating specific expertise into the MHPSS technical strategy and positioning, actively participate in assessing the humanitarian situation related to MHPSS, and collaborate with various stakeholders to identify and understand MHPSS interventions in ACF's operational areas. The role also involves drafting intervention proposals for donors, designing comprehensive needs assessments, and strengthening the capacities of ACF staff and partners through training and technical supervision. The MHPSS Program Officer will be responsible for delivering training, providing clinical supervision, and supporting the implementation of MHPSS components in projects, ensuring that ACF's standards and protocols are adhered to throughout the process.

Duties and Responsibilities:
The MHPSS Program Officer will have a wide range of duties and responsibilities, including but not limited to:
  • Contributing to the integration of specific expertise into the MHPSS technical strategy and positioning.
  • Participating in assessments of the humanitarian situation related to MHPSS.
  • Collaborating with stakeholders to identify MHPSS interventions and partners in ACF intervention areas.
  • Defining key sectoral strategic directions in line with ACF MHPSS frameworks.
  • Drafting new MHPSS intervention proposals for donors.
  • Designing comprehensive needs assessments of the mental health regional system in Sumska and Kharkivska Oblasts.
  • Strengthening ACF staff and partners' capacities through training and technical supervision.
  • Delivering training to ACF MHPSS teams and partners.
  • Designing and adapting training materials for field teams. 1
  • Providing weekly clinical supervision to teams. 1
  • Supporting the training of country office managers and program managers in applying MHPSS standards. 1
  • Contributing to the identification of governmental representatives and designing workshops. 1
  • Designing and providing training for ACF and partner Program Managers and staff. 1
  • Contributing to the selection of Primary Health Care Centers and designing training for their staff. 1
  • Supporting the implementation of MHPSS components in projects. 1
  • Contributing to the recruitment of a national MHPSS Program Manager and team. 1
  • Assisting in implementing new projects with both emergency and development components.

Required Qualifications:
Candidates for the MHPSS Program Officer position must possess a Master's degree in Clinical Psychology and have significant experience (at least 3 years) in a similar role, including a minimum of 1 year in humanitarian and/or development projects. The ideal candidate should have therapeutic working experience and preferably experience in governance. Excellent managerial and supervisory skills are essential, along with the ability to manage stress in high-pressure environments. Fluency in spoken and written English is mandatory, as effective communication is crucial for this role.

Educational Background:
The educational background required for this position includes a Master's degree in Clinical Psychology. This advanced degree is essential for understanding the complexities of mental health and psychosocial support, as well as for developing and implementing effective interventions in humanitarian settings.

Experience:
The MHPSS Program Officer should have a minimum of 3 years of relevant experience in a similar position, with at least 1 year specifically in humanitarian and/or development projects. This experience should include therapeutic work and ideally some exposure to governance, which will enhance the candidate's ability to navigate the complexities of the role and contribute effectively to ACF's mission.

Languages:
Fluency in spoken and written English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions where ACF operates, as this can facilitate communication with local partners and beneficiaries.

Additional Notes:
This position is offered as a fixed-term contract under French legislation for a duration of 6 months. The monthly gross salary ranges from 2597 to 2968 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will have their pension insurance reimbursed at 16% of the gross monthly salary. Employees will receive an annual salary increase of 6% after each 12 months of continuous contract. Additional benefits include a monthly per diem and living allowance of 504 euros net, a country allowance of 450 euros, and a cold allowance for winter equipment purchases. Child allowance is available at 1500 euros per year per child present in the country of origin, with a maximum of 6000 euros per year. Transportation and accommodation costs will be covered, and ACF provides 100% medical coverage for health and repatriation insurance. Employees are entitled to 25 days of paid leave per year, 20 rest and recuperation days, and financial support for travel during RnR periods.
