Job Overview:
The Local Security Assistant position at UNESCO in Beirut is a critical role that involves supporting the safety and security of UNESCO personnel and operations in the region. The individual will work under the guidance of the Head of Office and in coordination with the Regional Security Officer to implement security operations and ensure the well-being of staff members. This role requires a proactive approach to assessing security risks, maintaining communication with local security organizations, and implementing security measures effectively. The Local Security Assistant will also be responsible for training staff on security awareness and preparedness, ensuring that all personnel are equipped to handle potential emergencies. This position is essential for maintaining a secure working environment and supporting the overall mission of UNESCO in the region.

Duties and Responsibilities:
The Local Security Assistant will have a comprehensive set of responsibilities, including but not limited to: liaising with local government security organizations to ensure effective communication and coordination; assisting in the maintenance and updating of the Security Plan, including staff lists; supporting the implementation of Security Risk Management measures; assessing the security situation and providing updates to the Head of Office; identifying needs for Emergency Communications equipment; conducting security evaluations and advising on security measures for staff residences and offices; organizing training courses on security issues; maintaining routine and confidential correspondence files; managing access control for UNESCO offices; supporting field missions as required; maintaining a database of security incidents and completing reports; conducting security and safety-related investigations; responding to emergencies or crises involving UNESCO operations; and keeping records of the issuance and return of UNESCO ID cards. The role may also involve other security-related tasks as assigned by the Head of Office or Regional Security Officer.

Required Qualifications:
Candidates must possess a high school diploma or equivalent as a minimum educational requirement. Additionally, candidates should have a minimum of 5 years of experience in security, preferably within a military or police context or a related field. The role requires fluency in both Arabic and English, as effective communication is crucial in this position. Candidates should also demonstrate knowledge of VHF radio operation, host country safety codes, and possess solid computer skills, including proficiency in MS Word, Excel, Access, and PowerPoint. A valid driver's license and the ability to operate a 4x4 vehicle are also necessary. Prior experience with the UN system or an international NGO is considered an asset, as is experience in diplomatic security or protection.

Educational Background:
The educational background required for this position is a high school diploma or an equivalent qualification. This foundational education is essential for understanding the basic principles of security operations and administrative support within the context of UNESCO's mission.

Experience:
The position requires candidates to have at least 5 years of relevant experience in security, ideally in a military or police context. This level of experience is necessary to ensure that the candidate is well-versed in security protocols, risk assessment, and emergency response procedures, which are critical for the safety of UNESCO personnel and operations in Beirut.

Languages:
Fluency in Arabic and English is mandatory for this position.
